Job Description
The position requires subject matter expertise in telecommunications systems and technologies, radio spectrum management and international regulatory processes. In addition, the position requires technical knowledge of telecommunication systems and technologies; established key relationships with key officials of the telecommunications regulatory authorities, government, intergovernmental bodies, and industry leaders in the European region to obtain approvals and build coalitions to support Boeing products and services. The position requires understanding of national telecommunications laws, customer requirements, different cultures and communication styles and international business culture.  Foreign language proficiency is highly sought.
The Global Spectrum Management (GSM) organization provides enterprise radiofrequency spectrum acquisition and policy support for Boeing technology, products, services, and operations worldwide. GSM is part of Boeing’s Office of Internal Governance and Administration (OIG&A), an integrated organization responsible for ensuring effective and efficient support across Boeing’s businesses through implementation of the company’s internal governance policies and plans, as well as providing common global infrastructure and services.
Scope of Responsibilities:
  • Provide regulatory and spectrum advocacy expertise to GSM’s Spectrum Policy & Regulatory Affairs (SPAR) team by supporting delivery of the global enterprise responsibility for radiofrequency spectrum licensing, market access, compliance and policy advocacy with governments and intergovernmental organizations around the world to support Boeing business partner achieve competitive advantage;
  • Lead the Regional responsibility in Europe and represent Boeing in regional telecommunications and industry associations in this region;
  • Contribute to the development of the regulatory advocacy strategies, coordinate, and implement activities in the region of responsibility to best serve the advancement of Boeing products, products, and services. This requires engagement and negotiations in national, regional, and worldwide international government for and, including negotiation of provisions of treaties and national legislation;
  • Lead the regulatory and spectrum advocacy support in Europe  to support internal Boeing business partner interests in satellite, commercial space, aviation and other spectrum related projects;
  • Participate in the workings of the relevant ITU, CEPT, ETSI and other regional and national regulatory groups and industry associations on issues of interest to Boeing by formulating, coordinating and presenting Boeing positions;
  • Support Boeing activities in the Middle East and North Africa including participation in Arab Spectrum Management Group (ASMG) meetings; 
  • Obtain radiofrequency licenses, authorizations and certifications in the regions of responsibility to support Boeing programs, products and services. This may include interactions with embassies, government ministries, customers, outside Counsel, and Boeing International Country Presidents;
  • Establish and maintain contact with internal Boeing customers to understand and address their spectrum and related regulatory needs utilizing expertise in regional and International telecommunication, civil aviation, standards and industry organizations;
  • Provide information on issues and regulatory changes from outside of Boeing, including from the ITU, CEPT, ETSI and other Regional and national regulatory Organizations;
  • Participate in the relevant Boeing Spectrum Coordination Committees (SCCs) dealing with specific spectrum issues of interest to Boeing and provide technical and regulatory support. Engage with other interested Boeing groups and businesses to develop One Boeing positions on these spectrum and regulatory issues;
  • Coordinate activities within GSM and with other Boeing units such as Boeing International, the Law Department and outside counsel;
  • Coordinate with the Compliance Manager to implement strategies to ensure regulatory compliance of Boeing activities in the region of responsibility;
 External Relationship
External relationships and influence are of critical importance to this position. The position has to influence government leaders to make decisions to benefit Boeing – through bilateral relationships and through multilateral regional and global inter-governmental fora, including the ITU CEPT, ETSI and other bodies. The position must have sufficient contacts, relationships, and influence in the Europe to make presentations at various regional meetings to support Boeing spectrum advocacy initiatives.
 Basic Qualifications Experience:
  • Minimum of 10 years of industry experience with spectrum and regulatory issues, specifically satellite communications, aviation and/or space regulatory and spectrum issues;
  • Minimum 10 years of experience in the workings of the International Telecommunication Union Radio Sector (ITU-R), CEPT and ETSI;
  • At least a BS in engineering, mathematics, science, law or business;
  • International/regional experience and foreign language skills are advantageous
  • Willing to travel up to 25% of the time.
