Job Description:

The Global Sourcing & Vendor Management (GS&VM) organizations is seeking a Partner Management Specialist for the GS&VM team in Bangalore, India. This position partners with IT&DA service delivery teams, Indirect Supply Chain, and IT Finance organizations to manage strategic sourcing efforts and vendor performance to ensure the business needs of IT are met with the optimal mix of work done internally and through Boeing IT’s supply chain. Efforts include stratifying our supply base to deliver more value from our suppliers in line with our IT portfolio Management framework. Other responsibilities of this organization is sourcing leadership to ensure process compliance and best return of high value, key programs and projects.

In addition, the IT Global Sourcing and Vendor Management organization is responsible to lead supplier engagement to meet Information Technology functional, operational and business requirements for products and services. Contributes to strategies for use of sourced IT products and services. Researches industry trends in sourcing. Leads analysis of requirements for IT products and services including analysis of business case for changes to requirements.

Develops supplier performance expectations and reviews trends in supplier performance. Works with suppliers to develop or mature their capabilities to handle the IT work statement. Is actively engaged in, or leads, supplier development for strategic suppliers. Coordinates integration of multiple, complex supplier products and services. Manages complex, enterprise-level stakeholder relationships through sourcing lifecycle and governance processes. Leads reviews to identify and mitigate sourcing-related risks. Develops processes for and audits supplier billing and reconciliation.

Manages and develops employee and management activities in the delivery and support of vendor related activities across Boeing IT. Develops and executes integrated organizational plans, policies and procedures and guides the development of business and technical strategies, goals and objectives that align with the needs of the business. Leverages IT knowledge and drives innovation to increase growth and productivity. Acquires resources for organizational activities, provides technical management of suppliers and leads process improvements.


The primary responsibilities of this position include:

  • Perform invoicing activities to ensure suppliers are paid in a timely manner.
  • Perform Business Process Outsourcing / Task Order Management
  • Teaming with the Indirect Supply Chain, Asset Management, and Finance organizations and working in partnership with the IT service delivery organizations to enable integrated, comprehensive sourcing solutions.
  • Develop strategies to optimize the placement of work internally and externally to best meet business goals and objectives
  • Build statements of work that reflect business needs
  • Create service level measurements that assure supplier performance
  • Develop contracts with flexibility to adapt to changing business environments
  • Evaluate and select suppliers via robust processes and tools
  • Support industrial participation and diverse supplier objectives
  • Assure continuous competitiveness of internal and external suppliers
  • Develops sourcing strategies, leads cross-functional and industry teams to implement sourcing strategies, and makes recommendations to improve business strategies and practices.
  • Researches industry trends in sourcing strategy, technology, and business practices.
  • Develop processes for identifying IT suppliers, assessing supplier capabilities, and evaluating supplier proposals.
  • Analyzes requirements for IT products and services and facilitates Request for Information (RFI) and Request for Procurement (RFP) processes, including developing Statement of Work (SOW) and Service Level Agreements (SLAs) to meet business requirements.
  • Evaluate supplier technical bids and assess business cases.
  • Develops and matures supplier capabilities to handle the IT work statement, creates and implements strategies for supplier stratification, right-sourcing, and supply base rationalization, and leads supplier governance for strategic partners.
  • Integrates multiple supplier products and services across service delivery organizations, performs supplier relationship management, supplier risk management, supplier performance management, and manages complex stakeholder relationships through sourcing lifecycle.
  • Proactively identifies and mitigates sourcing- and supplier performance-related risks.

Required Skills:
  • Experience developing, evaluating, or managing contracts, SOWs, or SLAs
  • Experience supporting Information Technology projects or organizations
  • Experience leading cross functional teams
  • Experience with IT products, services, systems, and tools
  • Demonstrated experience to successfully manage multiple assignments simultaneously, consolidate cross-organizational inputs into successful common output
  • Experience with procurement processes (e.g., RFI/RFP/RFQ/RFS, SOW writing, SLA/SLO development, RFx technical evaluation)
  • Complex contracting (development, initiation, governance)
