Job Description

This Estimating & Pricing lead role sits across the BDUK organization providing functional and SME business partnering to a diverse set of on-contract Programmes and New Business Opportunities

 

The role will lead a pool of Estimating & Pricing staff as well as dedicated resource for the development of compliant cost rates. Working in partnership with stakeholders this role offers challenging and diverse opportunities around leadership, developing functional excellence, developing accurate cost and price information and improving our competitive advantage in business winning

 

Role Description:

  • Member of Finance Acquire organization within Contracts & Pricing team.
  • Leads development of complex estimates and prices for complex technical requirements through the design, build and support stages of the program.
  • Leads development and application of pricing strategies using innovative computational techniques.
  • Leads business proposals, evaluates and makes recommendations based on complex requests for proposal and substantiates estimates and pricing.
  • Leads development of complex estimating and pricing methods.
  • Develops complex pricing models and business cases.
  • Leads and performs complex analyses and provides recommendations in support of pricing and estimating (risk, financial, competitive, etc.).
  • Review and maintain cost and pricing data, determining database requirements and identifying new data sources.
  • Leads the development/application/maintenance of unique and non-unique rates and factors for estimating.
  • Leads compliance activities, policy and procedure development, deployment of new systems/tools, training development/delivery and internal audits.
  • Provides guidance and recommendations for innovative approaches, methods and techniques to analyze, evaluate and resolve complex finance issues.
  • Lead development of pricing rates and internal budget setting, optimising internal structures to deliver “market based affordable” rates
  • Develop and implement policy for trading on Qualifying Defence Contracts, aligning internal structures accordingly
  • Lead all customer (CAAS) interactions on estimated rates, actual rates, and cost certification

What we're looking for: 

  • Highly numerate
  • Experience in risk, opportunity and uncertainty management - identification, justification, mitigation, cost and modelling processes.
  • Data analysing skills – highly numerate and intuitive.
  • Advanced excel skills including data manipulation and scenario modelling.
  • Full understanding of the different elements of pricing.
  • Excellent communication and presentation skills - able to discuss complex and technical financial information simply with internal stakeholders and customer.
  • Dedicated and pro-active individual, providing clear, concise, comprehensive and accurate costing and pricing information.
  • Ability to justify cost estimates both internally (E.g. Technical Bid Reviews) and externally (E.g. Customer audit) using imperfect information and assumptions.
  • Knowledge of public procurement governance and experience of interacting with CAAS
  • Experience of varied budget setting techniques such as parametric cost modelling and benchmarking

Qualifications
  • Significant Finance and/or Estimating experience
  • Knowledge of working in defence industry - Demonstrate knowledge of MOD financial and Investment Approval procedures, governance and regulations
  • Experience working with CAAS for both Proposal and Rates Audits
  • Member of Estimating and Pricing society e.g. SCAF, ACostE or ICEAA
  • Experience working with SSRO for QDC establishing allowable costs and allocation of costs
  • Experience using Cost, Pricing and Risk analysis software, PRICE, ProPricer, @Risk ect
  • Bachelor’s degree in Finance/ Business or Engineering related degree
  • Demonstrated ability to mentor/ train and lead others
