The Contracts Manager III role identifies, assesses and assists in risk management and administers contracts and agreements, including communicating and interpreting performance requirements, delivery obligations and schedules and related terms and conditions in ensuring accurate and complete business transactions. Prepares and maintains contractual documentation and advises management of contractual rights and obligations. This position leads the negotiation of terms and conditions, obtain necessary approval from stakeholder address complex legal issues related to contract administration including government contracting related issues. The position will also be responsible for maintaining records and approvals relating to government RFP responses, government contract and pricing negotiations, and related contract compliance.


JD or MBA or equivalent work experience

10 years contract management and compliance experience, at least 5 years of which are in U.S. Government defense industry.

• Ability to communicate efficiently and reach resolutions quickly
• Ability to anticipate internal customer needs
• Ability to prioritize or re-prioritize according to present emergency
• Proficient knowledge of Microsoft Suite including Visio, Info path and SharePoint
• Detail-oriented with Strong work ethic and high degree of professionalism.
• Understanding of basic accounting principles and financial terms
• Proficient in FAR and DFARs Regulations or Foreign Government equivalent regulation
• Self-motivated, takes initiative and has the ability to effectively organize, multi-task and prioritize a wide array of initiatives.
• Ability to meet assigned deadlines and manage time.
• Assist, determine and document process improvements
• Ability to write routine reports and correspondence.
• Able to articulate complex legal issues and highlight risks


• Proposals
• Analyze RFP, determine requirements and evaluate proposal response; coordinate with Stakeholder to ensure responsiveness
• Obtain necessary approvals and assurances from performing/estimating organizations during the proposal process
• Examines, analyze and summarize issues with non-standards Terms and conditions (Ts&Cs) and coordinate legal / Risk and other internal and external approvals; lead the Ts&Cs negotiation
• Flow Down requirements to supply chain as needed
• Coordinate final draft of terms and Ground rules and Assumptions(GR&As)
• Coordinate and process request for changes on legacy contracts
• Draft contract or proposal risk evaluation summary for management, lead submittal to external stakeholders
• Negotiates all terms and business GR&As with customers as requested
• Communicate record of negotiation internally
• Communicate issue and support resolution
• Draft, issue and manage contracts mods within established process
• Communicate and coordinate resolution of contractual issues during performance
• Issue and coordinate approval of internal work authorization
• Execute contracts
• Administration
• Review Purchase Order (PO)/ Contracts, write acknowledgement
• Issue Authorization To Proceed (ATP)
• Issue Stop Work
• Lead PO and Contract Close Out
• Support Sale in billing and payment issues
• Maintain record and documentation
• Maintain the contracts tracking System
• Administer the review process and coordinate proper approval of standard Ts&Cs
• Ensure completeness of contracts records
• Process standard contract deviation
• Coordinate with export compliance and Intellectual Property (IP)
• Create and publish contracts, billing and award metrics
• Lead Customer survey
• Determine, document and implement process improvements
• Maintain and enforce record management practices for the contracts Department

Lead Audit and Assessment
• Observe and Enforce Internal Policies and report/ self-report near misses or escapes
• Maintain escapes and near misses database
• Maintain the Compliance Risk database
• Review policies and advice changes
