Job Description

Programme Manager, Staffordshire Police IT Programme

The Police and Crime Commissioner for Staffordshire awarded a ten year contract to Boeing to become the Strategic IT Partner for Staffordshire Police. The contract will dramatically improve the capability and capacity of the Staffordshire Police Force by providing innovative technology that will allow new opportunities for the Force to work more effectively with partner organisations and local communities. Overall, it will give the Force a greater capability to fight crime

An opportunity has now arisen for a Programme Manager, based at the Staffordshire Police Headquarters in Stafford.   The Programme Manager will manage employees and first-level managers delivering IT services to police officers, police staff, partners and members of public including the service operations, service design and service transition

The scope of the contract includes all IT and IS used by Staffordshire Police Force including radios, telephony, personal computing, collaboration software, police specific applications, business applications and analytics and business reporting as well as the infrastructure required to support them including servers, storage, end user devices, peripherals, networks and data centres. 

Change activity that is within the scope of the contract includes refreshing devices and infrastructure, upgrading, rationalization and replacement of applications and the introduction of new applications as services including major transformational changes such as the introduction of a new record management system and increased digitalization and use of mobile devices and citizen self-service

Location:  Stafford with some business travel

Responsibilities:

  • Develops and executes integrated departmental plans policies and procedures and provides input on departmental business and technical strategies goals objectives.
  • Acquires resources for department activities provides technical management of suppliers and leads process improvements
  • Develops and maintains relationships and partnerships with customers stakeholders peers partners and direct reports
  • Provides oversight and approval of technical approaches products and processes
  • Establishes Program Management Best Practices (PMBP) program goals and establishes a PMBP improvement plan
  • Manages develops and motivates employees and first-level managers

Competencies Required

  • Project and programme management including MSP, PRINCE2, PMBOK or PMI
  • IT service management including ITIL V3 processes
  • Line management and leadership of IT professionals
  • Service level management and KPIs
  • Supplier management and supplier selection
  • Account management including development of bids and proposals
  • Continual service improvement ideally using Lean and world class quality

Qualifications

Essential

  • Relevant degree or equivalent work experience in an IT delivery / IT outsourcing environment (e.g. BSc / MSc in Engineering or Computer Science)
  • Programme Management / contract management experience with  complex IT delivery and change in either end user or contracting organization
  • Experience of delivery of infrastructure services, application services and end user support
  • Delivery of major IT projects (infrastructure or application)
  • Existing SC or NPPV Level 3 clearance or an ability to obtain clearance

 

Desired

  • Relevant degree or equivalent work experience in business / financial management (e.g. MBA)
  • Delivery of business change projects
  • Experience of working in government
  • Project or Programme Management accreditation (PRINCE2, MSP, APM)
  • Experience of operating ITIL V2 or V3
  • Knowledge of police, justice or public safety
