Job Description

Boeing Defence UK (BDUK), is a subsidiary of the Boeing Company. Employing more than 1,400 people, it supports major UK programmes such as Apache, Chinook, C-17, P-8A and Staffordshire Police.  BDUK is comprised of four business units including MOD Services, Training, Government services and Advanced Programmes

The Program Integration Office (PIO) position is a critical leadership position focused on supporting program execution across the portfolio

Strategic vision, leadership and engagement are attributes critical to the success of this role. Specifically, setting high expectations, a systems understanding and ability to integrate, in addition to leading change, are key capabilities for an individual interested in fulfilling this role

This position has the responsibility within BDUK for the creation of the BDUK Programme Management Function that aligns to and helps develop the BDS Programme Management Ways of Working

 

Creating a cadre of likeminded programme managers that are equipped, able and ready to support the growth of the business. This includes the identification of people in other functions that have the ability and aspiration to become Programme Management practicioners

 

This position is responsible for managing Integrated Planning & Scheduling (IP&S) activities directly supporting all BDUK programmes. Assigned and enrolled to the BDUK MD MoD services, this position leads all Program Planning, Program Scheduling, Master Production Scheduling, Detailed Scheduling and Schedule Change activities

This position leads the team responsible for developing and integrating key program plans such as Integrated Master Plans (IMPs), Master Phasing Plans and Integrated Master Schedules (IMSs)

The team must ensure that plans and schedules integrate key program management methods such as PMBP and RIO, including risk assessment, opportunity identification and schedule margin planning.  The team supports program execution through development and integration of plans and schedules at all levels (Tier 0 through 4 and below).

The team must also generate independent analyses and provide robust / actionable performance reporting to support program management understanding and decision-making

While not directly responsible for EVM compliance, this position is responsible for Schedule compliance to all EVM criteria (in line with tailoring guidelines as applicable) across contracts and programs

Supports rollout of the Enhanced Programme Management Processes:

Improve Programme Execution:

a. Expand use of Programme Integration Office (PIO) positions.

b. Establish Early Warning Signs reference repository.

Improve Division Engagement & Oversight:

a. Establish Execition Performance Assessments (EPA).

b. Establish Division-Level Change Board.

Improve Programme Planning:

a. Establish Programme Milestone Strategy.

b. Establish Programme Architecture Team.

c. Establish Annual Campaign Support Plan.

d. Establish Multi-discipline Deep Dives (supports programme startup objective also).

Improve Programme Startup:

a. Establish comprehensive Programme Startup Guidelines

b. Establish “pre-contract” opportunities development forum

  • Leading the Programme Management functional capability inclusive of:
  • Link into BDS Enhanced Programme Management Process.
  • Ensuring PMBP application across the portfolio.
  • Focal for startup assist, Execution Performance Assessments & Non Advocate Reviews.
  • Monthly PM Functional Status Report & Quarterly Division PM Scorecard.
  • BDUK Planning & Scheduling Capability.
  • Programme Management Function Resource forecasting, planning and management & Talent development

For the avoidance of doubt, this position does not have execution responsibility for programmes, this lies with the respective Programme Managers

Qualifications

Education & Experience:

  • Qualified to degree level or equivalent in a business or engineering discipline or closely related field
  • Ability to recruit, develop, equip and deploy an effective team through the use of multiple techniques (coaching, mentoring, developmental and rotational opportunities, etc.).
  • Demonstrated ability to motivate a team through multiple strategies and techniques.
  • Experience in managing teams with varied skills, disciplines and objectives to deliver results
  • Implements initiatives to recognise employee achievements, increase employee satisfaction and retention of a skilled and motivated workforce.
  • Creates a culture of continuous improvement and champions IP&S-wide process and efficiency improvements (e.g. Program Planning, OPD elements, standardization, etc.).
  • Ensures individual and team focus on building relationships with internal and external customers.
  • Builds partnerships with other functions to enable cross-functional integration, a key to effective integrated planning and scheduling.
  • Provides team focus through translation of enterprise, business, divisional, program and functional strategies, goals and objectives.
  • Knowledge of engineering processes and methodologies
  • Demonstrable experience of working with staff at all levels, comfortable with conducting presentations and running meetings/workshops
  • Effective written and verbal communication skills

Desirable Experience:

  • Experience of working within a multinational matrix management environment / structure and a large-scale, complex international organization, but also within small teams

This requisition is for a locally hired position in the UK.

Candidates must hold current or have ability to obtain UK Security Clearance.
