The Boeing Company is seeking a Expert Regulatory Affairs Engineer for Europe, reporting to the Global Regulatory Affairs leader based in Brussels, Belgium. The Expert Regulatory Affairs Engineer will support Boeing business units and its Organization Designation Authorization (ODA) as a technical liaison with the European Union Aviation Safety Agency (EASA) and associated member state civil authorities.

The Expert Regulatory Affairs Engineer will be responsible in partnering with the business units and ODA along with the FAA and EASA counterparts to streamline product type validation.  The individual plays a vital role in developing, maintaining and enhancing key regulatory relationships in Europe to aid the business in achieving validation.

The successful candidate will have a strong understanding of the overall aviation regulatory environment (ICAO, FAA, and EASA especially), the processes by which regulations are changed/developed and the key government entities responsible for establishing regulations for our industry. The candidate will also have a strong understanding of the FAA/EASA Bilateral Aviation Safety Agreement and the underlying Technical Implementation Procedure, including how to achieve product type certification under Part 21. The candidate must have a demonstrated record of technical accomplishment, good oral and written communication skills, the ability to handle multiple complex projects simultaneously, and the initiative and leadership to bring tasks to completion.

The position will require a significant amount of interaction with technical specialists and leadership, including external stakeholders, so excellent people skills and the ability to negotiate and build consensus are required.  This position offers the potential to broaden skills and experience across multiple engineering disciplines. The candidate must be willing to stretch beyond their experience base and be willing to take risks to achieve objectives. The job is best suited to an individual who is a self-starter, self-motivated and is able to provide frequent management visibility.

Job Responsibilities:

  • Develops, maintains and utilizes personal and organizational relationships with applicable regulatory authorities within the European region in order to support stakeholder alignment and success

  • Monitors and responds to technical developments including certification, validation, safety, and regulatory issues, including coordinating and developing impact assessments for regulatory policy changes

  • Develops integrated plans, establishes and leads cross-organizational teams to respond to regulatory and policy changes and to proactively advocate for Boeing strategic objectives

  • Develops and executes communication strategies and messaging for a variety of stakeholder groups

  • Represents Boeing on technical committees and at conferences or events within Europe

Basic Qualifications (Required skills/experience):

  • 10+ years of experience in Aviation Regulatory environment

  • Bachelor of Science degree in Engineering, Engineering Technology (including Manufacturing Technology), Computer Science, Data Science, Mathematics, Physics, Chemistry

  • Existing rights to work in Spain

  • Must be fluent in English language

Preferred Qualifications (Desired Skills & Experience):

  • Comprehensive knowledge of EASA civil aviation regulation framework, along with knowledge of FAA regulatory framework

  • Experience with regulatory processes, certification, validation, working with civil aviation regulations, safety processes, or policy development

  • Experience working with regulator leadership and employees on civil aviation OEM design/quality/safety aspects including contextualizing product & technical aspects for their understanding

  • Ability to understand the big picture and the inter-relationships of positions and activities in the system, including the impact of changes in one area on another area

  • Excellent cross-functional teaming, collaborative problem solving, building lasting relationships & proficiency in written and verbal communication in a global team environment

Nice to have skills/experience:

  • Direct experience working with EASA to gain Type Certifications or Validations

  • Commercial aircraft design and/or analysis experience

  • Project management capabilities to lead/manage projects

  • Aircraft Design & Certification experience

  • Systems Engineering experience

This requisition is for a locally hired position in Spain. Candidates must have current legal authorization to live and work in one of those countries. Benefits and pay are determined at the local level and are not part of Boeing U.S. based payroll.
