Boeing Defense, Space & Security (BDS), Space, Intelligence & Weapons Systems (SI&WS) is seeking a Senior Workforce Manager to join the engineering team from El Segundo, CA; Heath, OH; Herndon, VA; Houston, TX; Huntington Beach, CA; Huntsville, AL; Kennedy Space Center, FL; Ogden, UT; Saint Charles, MO; or Seal Beach, CA.

The individual in this role will be a member of the SI&WS leadership team.  This leader has the responsibility to lead and oversee the definition and execution of SI&WS workforce strategy and skill management.  This role will involve collaboration with various partners to ensure the effective planning and utilization of engineering resources, as well as the development of talent acquisition strategies.  If you are passionate about shaping the future of engineering talent and driving strategic workforce initiatives, we invite you to apply for this exciting opportunity.

Position Responsibilities:

Workforce Strategy:

  • Define and execute the SI&WS Engineering Workforce Strategy.
  • Coordinate activities related to the SI&WS Engineering Workforce Strategy with SI&WS Engineering Leaders, Finance, HR, Global Talent Acquisition, and BDS and Enterprise Work Force partners.
  • Maintain an integrated forecast and resource planning model for engineering resources that aligns with the SI&WS Long Range Business Plan (LRBP) and Strategy.
  • Lead the development and implementation of metrics-based workforce analysis processes and dashboards.
  • Manage SI&WS staffing level/head count in accordance with business needs and facilitate SI&WS Governance Process and participate in BDS Governance process.

Skill Team / Functional Coordination:

  • Lead and coordinate workforce related activities across all skill codes in partnership with Divisions Capability Leaders, Program Management, Chief Engineer and HR partners.
  • Coordinate and integrate Talent Management activities and processes (Promos and Tech Fellowship Pipeline) across all Division Capability Leaders, Division Chief Engineers and SI&WS Skill Team Captains.

Sourcing Strategies:

  • Develop and implement sourcing strategies for SI&WS Engineering strategic work placements.
  • Ensure optimal acquisition and utilization of engineering talent by creating and integrating key strategies, including:
    • Early career and Mid-Career talent development
    • University and External Technical Affiliation Partnerships
    • Intern and College Hiring strategies
    • Workforce utilization strategies (Student Services, Purchased Services, Contractors)

Training & Development:

  • Serve as the Training & Development focal point for SI&WS, coordinating with BDS Training & Development partners to ensure effective training initiatives.

Basic Qualifications (Required Skills/Experience):

  • Bachelor’s Degree.
  • Minimum 5 years of experience in leading or managing an engineering organization.
  • Experience leading through influence and partnering with cross-functional teams on projects and initiatives.
  • Minimum 5 years of experience leading and driving engineering strategies and/or processes.
  • Minimum 5 years of experience communicating, collaborating, and building consensus with internal and external stakeholders.
  • Minimum 5 years of experience partnering with leadership to design and implement workforce strategies to meet organization objectives.

Preferred Qualifications (Desired Skills/Experience):

  • Proven experience in workforce strategy development and execution.
  • Strong collaboration skills with the ability to work across various departments and partners.
  • Experience in talent acquisition and development, particularly in engineering fields.
  • Excellent analytical skills with a focus on metrics-based decision-making.
  • Skilled in data analytics, Microsoft 365, SharePoint, Power BI.
  • Strong leadership and communication skills.
  • Excellent communications skills, verbal and written.
  • Ability to effectively communicate at all levels of management, customers, and partners.
  • Master of Science in an engineering discipline.
  • Previous management experience. 
  • Ability to build a safe environment of inclusion, transparency, and trust.
  • Leadership skills to lead and influence positive outcomes.
  • Previous experience in leading, mentoring, and engaging individuals and teams.
  • Experience providing active mentorship and career guidance.
  • Can up-level existing team by hiring high performance talent, growing leaders and helping underperforming members.
  • Can gain trust of team and provide guidance for their careers.

Pay is based upon candidate experience and qualifications, as well as market and business considerations. 

Summary pay range: $158,100 - $228,850

This position requires the ability to obtain a U.S. Security Clearance for which the U.S. Government requires U.S. Citizenship. A current Tier 5(T5), formerly known as a Single Scope Background Investigation (SSBI) (U.S. Citizenship required) or requires candidate agreed to enter a Continuous Evaluation program Post-Start is required.
