Boeing Test and Evaluation (BT&E) is seeking a Senior Test Program Manager (TPM) to join our team in Long Beach, CA. This position is responsible for test operations for BT&E in Long Beach including the operation of the BGS, Commercial, and AvionX labs in Long Beach, integration with the C-17 Avionics organization, and the development of future test capabilities.

Regional responsibilities will include management of first line leaders and direct reports growing over the next 6 months from 45 to ~60.  This position is also responsible for managing lab indirect budgets and lab facility management. The Senior Leader owns the successful execution of the ongoing and upcoming projects required to address avionics obsolescence challenges including the design, build, integration, and qualification of new lab test benches and simulation software. Responsibilities include developing Basis of Estimates (BOEs) for new project proposals, negotiating contracts with external customers including the USAF, and partnering with stakeholders and Senior Leaders to report progress and manage risks. Additionally, the leader is responsible for driving lab excellence (including meaningful metrics to manage lab health), lab configuration management, daily safe operations, and people development. This position will require occasional travel to sites where ASIT-supported facilities are located in the enterprise (including Seattle and Oklahoma City).

Position Responsibilities:

  • Manages employees and first-level managers performing engineering and technical activities in the areas of Test and Evaluation Engineering

  • Develops and executes integrated organizational plans, policies and procedures and guides the development of business and technical strategies, goals, objectives

  • Acquires resources for organizational activities, provides technical management of suppliers and leads process improvements

  • Develops and maintains relationships and partnerships with customers, stakeholders, peers, partners and direct reports

  • Provides oversight and approval of technical approaches, products and processes

  • Manages, develops and motivates employees and first-level managers

  • Leads and manages strategic plans and roadmaps, technology and capital investments, skill development, design practices and process development, work placement, industry bench-marking, implementing best practices and test infrastructure optimization

This position is expected to be 100% onsite.  The selected candidate will be required to work onsite at one of the listed location options.

Basic Qualifications (Required Skills/Experience):

  • This position requires the ability to obtain a U.S. Security Clearance for which the U.S. Government requires U.S. Citizenship. An interim and/or final U.S. Secret Clearance Post-Start is required

  • Bachelor of Science degree in Engineering, Engineering Technology (including Manufacturing Technology), Computer Science, Data Science, Mathematics, Physics, Chemistry or non-US equivalent qualifications directly related to the work statement

  • 7+ years of experience in program or project management

  • 3+ years of experience building stakeholder and customer relationships

  • Experience with commercial and/or defense aircraft test program management

  • Willing to travel domestically as needed

Preferred Qualifications (Desired Skills/Experience):

  • An active U.S. Secret Security Clearance (U.S. Citizenship Required). (A U.S. Security Clearance that has been active in the past 24 months is considered active)

  • Strong execution, communication and collaboration skills

  • Can demonstrate analytical and problem-solving skills

  • Experience with aircraft systems test

  • Experience with laboratory test equipment

  • Experience with budget management principles and practices to develop and administer project or operating budgets

Summary Pay Range: $181,900 – $246,100
