Proposal and Communications Manager

Why This is an Exciting Role:

As a Proposal and Communications Manager at Boeing Intelligence & Analytics (BI&A), this position will lead the planning, development, and submission of compliant, compelling, and high-quality proposals for the Department of Defense (DoD) and Intelligence Community (IC) as well as be the lead graphics and communication for BI&A.  This role requires strong leadership, organizational, and communication skills, along with a deep understanding of the federal acquisition process.

  • Manage the full proposal lifecycle, from pre-RFP planning through submission and award.
  • Develop proposal schedules, compliance matrices, outlines, and writing assignments.
  • Facilitate color team reviews and ensure alignment with capture strategies.
  • Collaborate with Capture Managers, Technical SMEs, Pricing, Contracts, and Program teams.
  • Ensure proposals are compliant with RFP requirements, FAR/DFARS regulations, and corporate standards.
  • Oversee the development of proposal graphics, executive summaries, and oral presentations.
  • Coach and mentor proposal writers and contributors to strengthen proposal quality.
  • Manage proposal tools, templates, and knowledge repositories to improve efficiency.
  • Provide executive-level updates and recommendations on proposal progress and risks.
  • Manage the external communications rhythm of the business including work associated with company graphics and stylization

Experience and Qualifications:

To be eligible for this demanding position, the ideal candidate should demonstrate the following experience and qualifications:  

Required Education and Years of Experience:

  • Education/experience typically acquired through advanced education (e.g. Bachelor) and typically 15 or more years' related work experience or an equivalent combination of education and experience (e.g. Master+13 years' related work experience, 19 years' related work experience, etc.).

Required Qualifications: ​

  • Active TS/SCI Clearance 
  • Bachelor’s degree in business, Communications, English, or related field.
  • 5–10 years of experience in proposal management within the defense or federal contracting industry.
  • Strong knowledge of federal acquisition regulations (FAR/DFARS) and defense procurement processes.
  • Demonstrated success leading proposals for opportunities of $25M+.
  • Proven ability to work under tight deadlines while managing multiple priorities.
  • Exceptional organizational skills with attention to detail.
  • Excellent written and verbal communication skills.

Desired Qualifications: ​

  • Active TS/SCI with Polygraph Clearance preferred
  • Association of Proposal Management Professionals (APMP) certification.
  • Experience with KSI or similar proposal development methodologies.
  • Familiarity with Agile, CMMC requirements, and digital proposal tools (SharePoint, VisibleThread, etc.).
  • Previous experience with major defense primes or mid-tier integrators.
  • Graphic Design skills (familiarity with Adobe Creative Suite)
  • Communication skills (creative writing, marketing, desktop publishing)
  • Website development and sustainment
  • Social media expertise

Summary Pay Range:

Please note that the information shown below is a general guideline only. Pay is based upon candidate experience and qualifications, as well as market and business considerations.

$125,000 - $209,000
