Boeing Test and Evaluation (BT&E) is seeking a Test Procedure Development Manager to lead our Space Systems Test Procedure Development organization at the satellite factory in El Segundo, CA. This front‑line leader will manage the daily activities of Test Procedure Development Software Engineers who create, validate, and deliver test procedures used to verify and qualify satellite systems and subsystems.

Position Responsibilities:

  • Lead and manage employees performing software engineering and technical activities in Space Systems Test Procedure Development operations

  • Oversee development, peer review, and delivery of test procedures used across satellite verification and test campaigns, including electrical, propulsion, thermal, communications payloads, telemetry & command, and guidance, navigation & control

  • Ensure procedures are developed from test requirements: storyboarding, pseudo‑coding, implementation, peer review, and formal validation/qualification

  • Manage teams that develop procedures for all phases of satellite integration and test: pre-/post-environments, mechanical environment testing, simulated space environments (e.g., thermal vacuum), launch site operations, and in‑orbit test campaigns

  • Drive adoption and enforcement of configuration and change management best practices for procedures, scripts, and related artifacts

  • Establish and maintain requirements management lifecycle discipline from test requirements through procedure implementation and closure

  • Promote and mature agile software development practices for the procedure development team (sprints, backlog grooming, CI/CD where applicable)

  • Ensure strong repository usage and version control to track changes to procedures, scripts, and test artifacts

  • Integrate with dynamic simulators, engineering models, and test beds to validate and qualify procedures prior to hardware execution

  • Coordinate with flight software and systems engineering teams on deliverables and interfaces

  • Oversee database and data management practices needed for test execution, results capture, and traceability

  • Support new business by working with TP Dev Lead and team to create cost and schedule estimates for bids, leveraging historical actuals and informed assumptions

  • Apply cost management best practices to track performance against budget and schedule; able to meet schedule and cost targets in a demanding environment

  • Monitor team progress, remove obstacles, and make adjustments to keep the team on plan

  • Mentor and develop team members: technical guidance, career development, expectations setting, and performance reviews

  • Determine future staffing needs and fill gaps through hiring or internal sourcing

  • Respond to urgent program requests—coordinate required personnel to resolve complex test issues and support weekend/accelerated activities when necessary

  • Influence departmental innovation to improve safety, quality, and efficiency

Transformational Leadership & Innovation

  • Bring a transformative mindset and the ability to lead cultural and technical change across the procedure development organization

  • Identify and implement modern software development solutions that improve productivity, quality, and traceability (tooling, automation, test harnesses, CI/CD pipelines, static analysis, test-data tooling)

  • Define and sponsor efficiency initiatives that reduce cycle time, lower cost, and increase throughput while maintaining or improving quality and safety

  • Champion automation of manual tasks (test orchestration, data collection, regression test suites) and the adoption of modern development workflows

  • Use data-driven metrics to measure process improvements, demonstrate ROI, and guide continuous improvement

  • Foster an environment that encourages innovation, experimentation, and rapid learning while managing risk appropriately in a safety- and mission-critical context

Technical Environment & Tools

  • Procedure languages: TCL/Tk (primary) and some in C#

  • Familiarity with dynamic simulators, hardware‑in‑the‑loop (HIL), engineering models, and test beds

  • Strong working knowledge of database management for test data and results

  • Experience working with repositories and version control systems to track changes (e.g., Git, Perforce, or equivalent)

  • Experience interfacing with flight software deliverables and system interfaces

Basic Qualifications (Required Skills/Experience):

  • Bachelor of Science degree in Engineering, Engineering Technology (including Manufacturing Technology), Computer Science, Data Science, Mathematics, Physics, Chemistry or non-US equivalent qualifications directly related to the work statement

  • 5+ years of experience in the aerospace or software development industry

  • Proven experience leading and/or managing engineering or software teams

Preferred Qualifications (Desired Skills/Experience):

  • Direct experience with satellite systems test and satellite subsystems (electrical, propulsion, thermal, communications payloads, telemetry & command, GN&C)

  • Experience developing or managing test procedures written in TCL/Tk and/or C#

  • Demonstrated expertise in configuration and change management best practices

  • Practical experience with requirements management and traceability throughout the test lifecycle

  • Agile software development experience (Scrum/Kanban, CI practices)

  • Experience with dynamic simulation and testbed integration for procedure validation

  • Familiarity with flight software deliverables and interfacing

  • Experience creating estimates and supporting bids using historical data and sound assumptions

  • Cost management experience to track and report performance versus plan

  • Track record of leading transformation and implementing modern software development tooling and automation

Pay is based upon candidate experience and qualifications, as well as market and business considerations. 

Summary Pay Range: $151,300 - $204,700
