The Boeing Company is looking for an Application Rationalization Senior Manager to join the team in Berkeley, MO; Hazelwood, MO; Seattle, WA; Everett, WA; Kent, WA; Long Beach, CA; El Segundo, CA; Mesa, AZ; Oklahoma City, OK; or Plano, TX.

The selected candidate will lead the Boing Defense Space and Security (BDS) Application Rationalization (App Rat) program with direct reports and matrixed responsibilities across Information Technology (IT), enterprise architecture, cybersecurity, program offices, and business stakeholders. 

Position Responsibilities:

  • Drive consolidation, modernization, replacement, and retirement decisions to simplify the portfolio, reduce cost and risk, and enable business capabilities

  • Manage Program investment to realize significant in savings in 2025-2028

  • Manage Deliverables by year end (YE) 2025: modernize 40 applications, retire 66 applications, replace 24 applications

  • Manage the strategic relationship with current vendors and partners

  • Build and manage the BDS Chief Information Officer (CIO) App Rat team to execute assessments, migrations, and benefit realization

  • Own the App Rat strategy, roadmap, governance, assessment criteria, and success metrics tied to the stated financial and delivery targets 

  • Lead application inventory, Total Cost of Ownership (TCO) and risk assessments, and prioritize actions (retain, refactor, replace, retire)

  • Direct and develop a small direct-report team and coordinate matrixed resources across IT Product Divisions and BDS Business Unit (BU) Functional Stakeholders 

  • Manage vendor engagement and performance, third-party contracts, and vendor-led workstreams

  • Oversee project planning, budgets, vendor coordination, migration/consolidation activities, and change management 

  • Lead cross-functional decision forums, secure stakeholder alignment, and report progress and benefits to senior leadership

Basic Qualifications (Required Skills/Experience):

  • 10+ years of experience in IT Portfolio Management

  • 10+ years of experience managing a program/project with budget greater than $10M

  • 10+ years of experience with application modernization, best practices, development, and solution architecture including database

  • 10+ years of experience in leading a team on significant cost savings initiatives

  • 10+ years of experience leading and partnering with cross-functional teams, involving key stakeholder relationship management

  • Experience in application/server product management (lifecycle management) 

Preferred Qualifications (Desired Skills/Experience):

  • Bachelor's degree or equivalent work or military experience

  • Certifications (PMP, TOGAF, SAFe)

Pay is based upon candidate experience and qualifications, as well as market and business considerations.

Summary pay range: $162,350 - $251,850
