Boeing Defense, Space & Security (BDS) is seeking Experienced Systems Analysts (Level 3) to join the team in Saint Louis, MO.

We are seeking detail-oriented and proactive Systems Analysts to be responsible for the comprehensive management of all software licenses within a proprietary program. These individuals will play a critical role in ensuring licensing compliance, optimizing license utilization, and supporting the program’s software needs, to include demand forecasting. The ideal candidates will possess a strong understanding of various licensing models, excellent analytical skills, and the ability to collaborate effectively with the technical teams, procurement, and vendors.

Position Responsibilities

  • Software License Inventory and Tracking:
    • Establish and maintain a comprehensive and accurate inventory of all software licenses used within the program, including perpetual, subscription, cloud-based, open-source, and other licensing models.
    • Implement and manage tools or processes for tracking license allocation, usage, and renewal dates.
    • Regularly audit license counts and usage against procurement records and agreements.
  • License Procurement and Renewal Support:
    • Assist in the procurement process for new software licenses, working closely with procurement and technical teams to define requirements and evaluate options.
    • Monitor license renewal dates and proactively initiate renewal processes, coordinating with vendors and internal stakeholders.
    • Review license agreements and terms and conditions to understand usage rights, restrictions, and compliance requirements.
  • License Compliance and Risk Management:
    • Ensure the program is compliant with all software license agreements and terms of service.
    • Identify and mitigate potential licensing risks, such as overuse, unauthorized use, or license expirations.
    • Support internal and external software audits by providing accurate and complete licensing information.
    • Develop and implement policies and procedures for software license usage and management within the program.
  • License Optimization and Cost Management
    • Analyze license usage data to identify opportunities for optimization and cost savings.
    • Recommend strategies for reallocating license, consolidating vendors, or exploring alternative licensing models.
    • Support the development of software licensing budgets and track expenditures.
  • Reporting and Communication:
    • Generate regular reports on license inventory, usage, compliance status, and upcoming renewals for program leadership and stakeholders.
    • Communicate effectively with technical teams, developers, and end-users regarding licensing policies, procedures, and updates
    • Serve as a point of contact for software license-related  questions and issues.
  • Vendor Management
    • Build and maintain relationships with key software vendors.
    • Participate in vendor meetings to stay informed about licensing changes, new products, and best practices.

Travel may be required up to 10% of the time; domestically and/or internationally depending on business needs.

This position requires the ability to obtain a U.S. Security Clearance for which the U.S. Government requires U.S. Citizenship.  An interim and/or final U.S. Secret Clearance Post-Start is required.

Ability to obtain and maintain Special Access Program (SAP) clearance

Basic Qualifications (Required Skills/Experience)

  • Bachelor’s degree in Information Technology, Computer Science, Business Administration, or a related field, or equivalent practical experience.
  • 3+ years of experience in IT asset management, software license management, or a related role

Preferred Qualifications (Desired Skills/Experience)

  • Active Secret Clearance
  • Experience managing EVM, budgeting and working knowledge of Agile framework
  • Strong understanding of various software licensing models (perpetual, subscription, cloud, user-based, device-based, etc.).
  • Familiarity with common software vendors and their licensing practices (e.g., Microsoft, Adobe, Oracle, etc.).
  • Experience with IT Asset Management (ITAM) or Software Asset Management (SAM) tools (e.g., ServiceNow, Flexera, Snow Software, etc.).
  • Excellent analytical and problem-solving skills.
  • Strong attention to detail and organizational skills.
  • Ability to interpret and understand legal license agreements.
  • Excellent written and verbal communication skills.
  • Proficiency in using spreadsheet software (e.g., Microsoft Excel, Google Sheets) for data analysis and reporting.
  • Ability to work independently and as part of a team.
  • Ability to manage multiple tasks and priorities effectively.

Pay is based upon candidate experience and qualifications, as well as market and business considerations.  Summary pay range: $99,450 – $134,550
