Boeing Global Services (BGS) is seeking a Senior Program Management Manager to join our C-17 Program Integrated Services team. In this role, the focus will be on the C-17 development from inception through fielding -sustainment transition in addition to leading both the Material Improvement Program and Obsolescence Program. This position works across enterprise functions as a single point integrator responsible both internally and externally for successful structuring, contracting and execution of program / projects. This position includes a direct staff of approximately 7 Project Managers and a matrixed team of ~20 Project Engineers/Project Managers

Position Responsibilities:

  • Leads employees and mid-level managers working on business management activities in the area of Program Management
  • Develops and executes integrated organizational plans, policies and procedures and guides the development of business and technical strategies, goals, objectives Acquires resources for organizational activities, oversees  technical management of suppliers and leads process improvements
  • Develops and maintains relationships and partnerships with customers, stakeholders, peers, partners and direct reports
  • Provides oversight and approval of technical approaches, products and processes
  • Manages, develops and motivates direct and matrixed employees
  • Partners with matrixed mid-level managers to ensure program management best practices are understood and followed
  • Knowledgeable of how the business and organization operates; knowledgeable of policies, practices, trends, and information affecting the business and organization; understands the competition and the marketplace. Understands how to accomplish tasks through formal channels and informal network; understands the cultures of organizations. Applies this information in a way that contributes to the organizations strategic plan and bottom line.
  • The ability to achieve desired outcomes on projects, on-time and within budget. Ability to define the project, design and plan the project, and manage the project team. Ability to control and deliver project deliverables, project accounting and appraisal, and optimize the contribution of the people involved.
  • Travel up to 50%

Technical Competencies

Earned Value Management

  • Knowledge of the Earned Value Management System (EVMS) and its application

Organizational Development

  • Knowledge of organizational development dynamics/principles (e.g., mitigate resistance to change, whole systems thinking and design, organization design and effectiveness).

Risk/Issues/Opportunity Mgmt

  • Knowledge and understanding of the methodology and processes associated with risk management (including Technology Readiness Assessments), opportunity management, and issues management. Ability to: identify and/or solicit potential risks, opportunities and issues across multiple disciplines; understand design constraints (technical, cost & schedule) sufficiently to validate/guide other groups' risk mitigation plans, opportunity realization plans, and issue resolution plans; help select/recommend the best plan for mitigating risks, realizing opportunities, and resolving issues; and establish appropriate performance tracking metrics to track risks, opportunities, and issues burndown over time. Ability to effectively utilize risk / opportunity/ issues management tools (e.g., iso-risk charts/plots and waterfall) to support program/project execution.

Schedule Management

  • Knowledge of schedule management principles and practices.

Systems Thinking

  • Ability to understand the big picture and the inter-relationships of all positions and activities in the system, including the impact of changes in one area on another area. This includes the ability to see and understand the inter-relationships between components of systems and plans, anticipate future events, and apply the principles of systems thinking to accelerate performance.

Basic Qualifications (Required Skills/Experience):

  • 10+ years’ experience with program management and/or project management over complex programs from inception through fielding / sustainment transition
  • Experience working with and/or managing contractors, subcontractors or suppliers
  • Experience leading teams either formally or informally (project leadership)
  • Experience integrating and collaborating across functions
  • Experience with Cost and Schedule management
  • Experience interfacing with and building positive relationships with external customers
  • Experience in a role requiring project / program management skills
  • Experience managing and prioritizing projects in a fast-paced environment
  • Experience developing and maintaining relationships and partnerships with customers, stakeholders, peers and partners
  • Experience managing complex development projects
  • Experience with DOD and/or government acquisition processes

Preferred Qualifications (Desired Skills/Experience):

  • Experience with DAU (Defense Acquisition University) acquisition training
  • Program Management Best Practices or PMI certification
  • Earned Value Management certification

Summary Pay Range: 192,950 – 216,050
