The Boeing Government Estimating Material Estimating and Factors Functional Excellence Team is looking for Senior Estimating and Pricing Analyst (Level 4 or 5) to join the team in Mesa, Arizona or Hazelwood, Missouri.  This position offers relocation based on candidate eligibility.

This role will support efforts to streamline, simplify and automate Material Estimating methods, as well as review, approve and manage Estimating Factors for the Government Estimating Organization. This requires the individual to have the ability to proactively develop and execute to project plans, collaborate across teams to understand and translate complex requirements into scalable, best-in-class solutions, be able to clearly articulate findings and recommendations, and support the training, rollout, and maintenance of solutions.

Position Responsibilities:

  • Demonstrates Project management skills focusing on large scale simplification projects

  • Outlines Government Estimating proposal processes, material estimating and pricing methods, tools and processes

  • Reviews and publishes Estimating Factors, providing training and support to program estimating teams as required

  • Demonstrates problem-solving and critical-thinking skills

  • Consults large cross-functional teams to understand complex Estimating requirements and processes and be able to translate them to scalable, compliant, best-in-class solutions

  • Applies statistical analysis to large data sets to support the development of complex estimating methodologies (e.g., Quantity Adjustment Curves, Aged Purchase Order (PO) History, Learning Curve/Rate Curve Analysis, Parametric Analysis, Cost Estimating Relationships (CERs), etc.)

  • Conveys complex analysis and recommendations

  • Supports the rollout of new or enhanced Estimating tools, methods, and processes

  • Leads and develops complex estimates and pricing models

  • Leads the evaluation and development of complex business cases

  • Consults and oversees the evaluation and development of innovative business cases

  • Oversees database requirement efforts and identifies new sources of data

  • Consults on the development/application/maintenance of factors for estimating, pricing, and proposals

  • Performs complex analysis, consults team members and leadership regarding recommendations in support of estimating and pricing methodologies, tools, and processes

This position is hybrid. This means that the selected candidate will be required to perform some work onsite at one of the listed location options. This is at the hiring team’s discretion and could potentially change in the future.

Basic Qualifications (Required Skills/Experience):

  • Bachelor’s degree or higher in accounting, finance, business or a related field

  • 3+ years of experience building proposals utilizing pricing systems, estimating and pricing tools and processes

  • 3+ years of experience working on government proposals, to include Truth in Negotiations Act (TINA) compliant proposals

  • 3+ years of experience with the Microsoft Excel application using: formulas, VLookups, pivot tables, charts, filters, and linking worksheets

Preferred Qualifications (Desired Skills/Experience):  

  • 5+ year of related work experience or an equivalent combination of education and experience

  • Experience in a material cost function such as material estimating, non-labor finance, or procurement financial analysis

  • Experience Developing TINA Compliant Priced Bills of Material

  • Experience developing tools in Visual Basic (VBA)

  • Experience leading process improvement initiatives with cross functional teams

  • Ability to utilize strong presentation skills and the ability to effectively communicate data and recommendations in Senior Leadership briefings

  • Experience building executive level presentations and making recommendations

  • Experience developing and deploying training to large, diverse audiences

  • Experience supporting audits led by Defense Contract Audit Agency/Defense Contract Management (DCAA/DCMA)

  • Experience with PowerPoint and Excel for data analysis and presentations

Pay is based upon candidate experience and qualifications, as well as market and business considerations.

Summary pay range (Senior, Level 4): $106,250 - $143,750

Summary pay range (Senior, Level 5): $134,300 - $181,700
