The Boeing Company is seeking a Senior Manager - Employment Eligibility Contingency Programs to join the team in either Mesa, AZ or Hazelwood, MO.

The Senior Manager, Global Employment Contingency Programs is responsible for leading the strategy, governance, and operational execution of employment-related regulatory programs that protect the company’s capability to operate in highly regulated industries worldwide. 

This role owns global programs supporting Drug Free Workforce (DFW) compliance for safety-sensitive aerospace populations, Background pre-employment checks, investigations and adjudication, citizenship eligibility, conflicts of interest, and employment eligibility requirements, including ITAR etc.. The leader ensures these programs are consistent, audit-ready, scalable, and aligned to evolving regulatory requirements across jurisdictions. 

This is a high-visibility role operating at the intersection of People Operations, Legal, Compliance, Security, and Business Leadership to mitigate enterprise risk while enabling workforce mobility and operational continuity. 

Position Responsibilities:

Global Program Ownership  

  • Owns end-to-end global strategy, governance, and execution of Drug Free Workforce, Background Check and Employment Eligibility Contingency programs supporting FAA, safety-sensitive populations, union and non-union  

  • Ensures compliance with FAA/DOT drug and alcohol testing requirements, audit standards, and adjudication processes 

  • Establishes standardized global procedures for testing, results management, escalation, and case resolution 

  • Serves as leader for escalations and oversight, partnering with HR, Labor Relations, Legal, IT, and Business leaders 

  • Leads vendor strategy, contracts, performance, and service delivery for providers and MROs 

  • Ensures program maintenance for audit-ready documentation, reporting, and program controls 

Regulatory Employment Programs Oversight

  • Provides governance and oversight for background investigations and adjudication processes 

  • Oversees employment eligibility, citizenship compliance, and conflicts of interest employment screening requirements 

  • Ensures regulatory alignment across regions and business units 

  • Identifies gaps, risks, and opportunities for global standardization and automation 

Risk Management and Governance

  • Oversees Identification, assessment, and mitigation of regulatory and operational risk tied to employment eligibility in regulated environments 

  • Oversees internal and external audits and regulatory inquiries related to DFW and employment contingencies 

  • Oversees the development and support of global policies, controls, and monitoring mechanisms to ensure ongoing compliance 

Cross-Functional Leadership

  • Partners closely with Legal, Compliance, Security, HR Operations, Talent Acquisition, IT and Business Leaders 

  • Translates complex regulatory requirements into practical, scalable operational processes 

  • Oversees and provides guidance and decision support on complex adjudication and eligibility cases 

Operational Excellence and Continuous Improvement

  • Drives process optimization, automation, and global consistency 

  • Establishes metrics, dashboards, and reporting to monitor program health and risk exposure 

  • Leads transformation efforts to mature programs from reactive to proactive governance models, leveraging technology solutions and innovation 

  • Oversees Supplier Performance and Optimization  

Team Leadership

  • Leads and develops a team responsible for daily program execution and case management 

  • Builds capability and subject matter expertise within the team 

  • Creates, fosters and models culture of continuous improvement and collaboration

Basic Qualifications (Required Skills/Experience):

  • 5 + year of managing and leading high performing teams 

  • Experience in HR Operations, Compliance Operations, Security, or Regulatory Program Management 

  • Experience with large, global employers with union and non-union employee populations 

  • Experience leading and working in a cross functional and complex global environment, building relationships among a team through open dialogue, trust, accountability and empowerment and building strong relationships with internal and external stakeholders

Preferred Qualifications (Desired Skills/Experience):

  • Experience managing regulated employment screening programs (FAA, citizenship, employment eligibility, conflicts of interest) 

  • Experience leading vendors and complex operational processes at scale 

  • Experience managing regulated background check, screening and adjudication programs

  • Strong understanding of audit practices, controls, and risk mitigation 

  • Knowledge of Drug Free Workforce, FAA/DOT testing requirements, or safety-sensitive compliance programs

Pay is based upon candidate experience and qualifications, as well as market and business considerations.

Summary pay range: $178,500 - $241,500
