Boeing Canada Operations Ltd. is seeking a Project Manager, reporting to the Medium to Heavy Lift Helicopter (MHLH) Sr. Program Manager, working out of the Ottawa office.

The Project Manager will join a team of dedicated professionals on the MHLH Program to provide project management for aerospace and defence type projects contracted as over and above requests by The Government of Canada. The MHLH AWR Project team is responsible for providing comprehensive support to execute various Statements of Work (SOWs) which deliver enhanced capabilities, increased capacities or specialized services over and above the In-Service Support (ISS) MHLH Program to the CH147F Chinook fleet of the Royal Canadian Air Force. The Project Manager shall be accountable to the Sr. Program Manager and be tasked to manage a variety of individual projects from requirements definition through proposal, planning and execution, monitoring and project close out.

The Project Manager will develop overall project plans consistent with project objectives as defined by the Sr. Program Manager, the SOW and other key stakeholders in accordance with Boeing best practices and/or accepted project management standards in the industry. This position requires an individual to continually seek opportunities to improve the project management practices and business systems that support overall project execution.  The Project Manager will lead various cross-functional Integrated Product Teams (IPTs) through all phases of projects or subcomponents of major projects. The Project Manager will also act as primary project contact to maintain consistent internal communication, develop project baselines (cost, schedule and requirements), present project status and escalate Risk, Issues and Opportunities to key stakeholders. This includes the responsibility to ensure that the appropriate project control systems and project data is integrated and consistently available for key internal decision makers. The Project Manager will be well organized and have the ability to manage multiple simultaneous projects at various lifecycle stages. 

Position Responsibilities:

  • Develops and uses collaborative relationships within and outside the organization to facilitate the accomplishment of project tasks.

  • Builds rapport and trust among stakeholders and leverages enterprise resources to complete project objectives and strategically align on the Programs shared vision.

  • Knowledgeable of how the Program, business unit and organization operates; knowledgeable of policies, procedures and business practices applicable to the scope of the project; knowledgeable on industry best practices for project management (PMP or equivalent).

  • Understands how to accomplish tasks through formal channels and develops an informal network in an effort to find efficient and effective solutions to project obstacles; understands the cultures and perspectives within the organizations and seeks to apply this knowledge to enhance the AWR Programs strategic plan and outcomes.

  • Integrates AWR Project priorities in collaboration with peer Project Managers and communicates in a timely manner the need for escalation or help needed. Supports the Sr. Program Managers objective to integrate all AWR portfolio efforts with MHLH ISS Program objectives.

  • Leverages various business tools to manage project activities and schedule, budget and requirement baselines. Effectively document and communicate project challenges and lessons learned. Able to perform a transparent and thorough root-cause analysis, when required, on a given obstacle or missed project objective, including recommendations for project recovery.

  • Lead the project team and coordinate IPT resources to achieve desired outcomes on projects, on-time and within budget – maintaining appropriate levels of control and oversight throughout the project lifecycle.

  • Where appropriate, employ an Earned-Value Management (EVM) project management approach, aligning with Boeing Integrated Scheduling and Finance best practices to ensure success.

  • Interpret and understand complex technical material/inputs, liaise with various engineering-based subject matter experts, coordinate subcontracted/supplier requirements and ensure alignment with customer SOW requirements.

  • Analyze the bigger picture and the inter-relationships of all work centers or roles within the project system, including the operating norms and impact of changes amongst work centers. This includes the ability to navigate the matrix organization and understand the relationships between components of the MHLH – CH147F system and supporting IPTs, anticipate project obstacles, and apply the principles of systems thinking to optimize project performance.

The selected candidate will be required to perform work onsite at the Ottawa, Ontario office.

Basic Qualifications (Required Skills/Experience):

  • 5+ years of experience in a technical, defence and/or aerospace-based Project Management role with demonstrated experience leading multiple complex projects at any given time.

  • Demonstrated strong communication, organization and presentation skills.

  • Post-secondary education in technical, engineering, business or related field.

  • Must be legally able to work in Canada.

  • Ability to travel within Canada and the USA as required.

  • Must consent to Canadian Government Controlled Goods Program (CGP) assessment

  • Must be eligible for Secret Level II security clearance.

  • Individuals must not pose a risk for safeguarding of controlled goods.

  • Must be eligible to handle US export-controlled data

Preferred Qualifications (Education/Experience):

  • Project Management Professional Certification (PMP or equivalent)

  • Experience with Government of Canada, DND or RCAF Prime Contracted and/or subcontracted Programs

  • Experience managing complex technical projects from initiation to close-out while executing EVM practices

  • Active Secret Level II

  • General Aviation or Aerospace interest, Pilot License or flying experience

Relocation:

Relocation assistance is not a negotiable benefit for this position. Candidates must live in the immediate area or relocate at their own expense.

This requisition is for a, locally hired position in Canada. The employer is Boeing Canada.  Candidates must be legally authorized to work in Canada. Benefits and pay are determined by Canada and are not on Boeing US-based payroll. This is not an expatriate assignment.

This position requires the ability to obtain and maintain a secret security clearance Level II from the Canadian government. Requirements to obtain a secret security clearance can be found at:
