The Boeing Company is looking for a Senor Manager of Human Resources Program Management and Operational Excellence to join our team in Seattle, WA; Berkeley, MO; Everett, WA; or Mesa, AZ.

The Senior Manager, HR Program Management & Operational Excellence will lead and scale a centralized HR Program Management capability within HR Services. This role is responsible for driving the governance and execution for HR strategic programs, including the HR technology portfolio governance, Integration for HR on Mergers, Divestitures, and Acquisition, and operational excellence management and services for the function. The leader will build and mentor a high-performing team to deliver consistent, measurable operational improvements and exceptional employee experience.

Position Responsibilities:

  • Lead and develop a multifunctional team that includes HR Program & Project Managers, M&A Integration, Business Process Analysts, Content & Command Media, Strategy, Business Architects, and Supplier Performance.
  • Establish and run a robust governance model: portfolio prioritization, stage-gate processes, standard methodologies (Agile/Waterfall hybrid), reporting, resource management, and risk/issue escalation.
  • Own end-to-end planning and execution of enterprise HR programs and large-scale initiatives (e.g., HR systems deployments, policy rollouts, global process harmonization).
  • Direct the HR M&A Integration function: post-due diligence coordination for HR, integration planning, execution of people and systems integration, and post-close stabilization.
  • Define and optimize HR operations processes and operating models using data-driven process improvement methods (Lean, Six Sigma, BPM).
  • Lead HR business architecture efforts to map capabilities, information flows, and system interfaces to ensure alignment with governance and enable scalable, consistent HR services.
  • Define and operationalize content strategy for HR knowledge, self-service, and employee communications to ensure clarity, accuracy, and usability.
  • Manage supplier performance for HR vendors and service providers; aligning standard SLAs, KPIs, and continuous improvement cadence.
  • Develop and present program and operational performance metrics to HR leadership and key stakeholders; champion a culture of measurable outcomes and continuous improvement.
  • Ensure compliance with data privacy, security, and employee data governance requirements; partner closely with data governance, IT, Legal, and Security teams.

Basic Qualifications (Required Skills/Experience):

  • 10+ years of progressive HR operations, program management, and/or operational excellence experience
  • 5+ years of experience leading cross-functional teams
  • Experience running PMO functions and delivering large, complex HR programs
  • Experience with process improvement methodologies and applying them in HR contexts
  • Experience with HR systems, HRIS integrations, and business architecture concepts relevant to HR processes and data flows
  • Experience managing vendor relationships and supplier performance
  • Experience analyzing metrics and utilizing dashboards to drive decisions

Preferred Qualifications (Desired Skills/Experience):

  • Bachelor’s degree in HR, Business, Operations, Information Systems, or related field
  • Experience in a global organization with multi-country HR operations
  • Certifications: PMP, PgMP, Lean/Six Sigma Black/Green Belt, or Certified ScrumMaster
  • Experience with HR technology platforms (e.g., Workday, SuccessFactors, ServiceNow HRSD) and business architecture tools (e.g., ARIS, Sparx EA, or similar)
  • Experience with employee data governance, privacy (GDPR), and security frameworks

Pay is based upon candidate experience and qualifications, as well as market and business considerations.

Summary Pay Range: $180,200 - $283,750
