General Job Description & Organization

The Boeing Company is currently seeking an International Contracting Liaison Specialist to join the team representing Boeing defense at its Seoul, South Korea location (Gwanghwamun, Jung-gu).  This position supports the Boeing Defense, Space and Security (BDS) and the Boeing Global Services (BGS) divisions as part of the International Defense Direct Commercial Sales (DCS) Contracts team based in the United States.

As part of the International Defense DCS Contracts team, the position is focused on strengthening and growing Boeing’s relationships directly with its Korean defense customers on various platforms including F-15K, CH-47, E-737, Head of State, and Joint Direct Attack Munition (JDAM) / Small Diameter Bomb (SDB).  The selected candidate for this position will serve as a contracting liaison between Boeing’s external customers and internal customers, which includes functional partners at the Seoul office (such as Business Development), local program office (located within customer military bases in Daegu, Kimhae, Icheon, and Pohang), and the U.S. Contracts and Program Management teams.  Specifically, this position will primarily support the U.S. Contracts team in managing contracting efforts for spares, repairs, support equipment, and general service efforts. This support will include providing strong, responsive support to current contracts to keep the business sold, providing the U.S. team negotiation strategy support, assessing contractual / programmatic risks, advising culturally and from customer perspectives, and assisting with various contract execution administrative matters to ensure timely resolutions. This position may also provide translation support, as needed, for accurate interpretation of contract documents and to facilitate clear communication between the U.S. team and Korean customer.

This position will join one Senior Level International Contracting Liaison teammate in the Seoul office and work under a Regional Contracts Team Lead and Contracts Functional leadership from the U,S, but with local site leadership and functional support.

This position will be hired initially on a 2-years fixed term contract with the opportunity to convert to an open-ended contract, subject to individual performance or business's needs.

Detailed Job Responsibilities

•    Represent the company to the Korean defense customers and serve as a Contracting Liaison between Boeing’s Korean defense customers and the U.S. teams
•    Develop relationships with Korean defense customers, including the Republic of Korea Air Force (ROKAF), Republic of Korea Army (ROKA), Republic of Korea Navy (ROKN), the Defense Acquisition Program Administration (DAPA), Korean Aerospace Industries (KAI), etc. 

•    Assist the U.S. Contracting team in managing spares, repairs, support equipment, and general service efforts.  Support may range from ensuring timely proposal and invoice submittals, clarification of customer requests, and negotiation strategy support.  
•    Provide occasional translation support (written or verbal) to ensure clarity in contract language, negotiations, and communications with Korean counterparts.
•    Initiate recurring meetings with DAPA contracting officer(s) to stay apprised of latest Korean contracting policies / regulations and report information back to the U.S. team
•    Leverage customer relationships to explore new / different ways to contract more efficiently and better partner with one another to achieve common goals
•    Monitor contract execution matters such as ensuring financial assurances align with contract requirements throughout execution and invoicing (including tracking/status, identifying issues, and working resolution to facilitate payment)
•    Support customer meetings (virtual and in-person); document minutes and action items and disperse to team
•    Support negotiations and document offers / commitments (price, terms and conditions, etc.)
•    Assist U.S. team in coordinating and strategizing customer discussions on price and terms & conditions
•    Partner with the U.S. team to identify contractual issues, support development of creative solutions, and coordinate risk mitigation
•    Document lessons learned on acquisition and contract execution challenges as they arise 
•    Guide the U.S. team on understanding of Korean defense contracting process and culture differences 
•    Execute daily tasks as part of a team that is not physically located together
•    Flexible to work independently and as part of a team
•    Provide routine status and communication back to the U.S. team following customer meetings, engagements, or upon receipt of relevant correspondence
•    Exhibit exceptional oral and written language skills in English and Hangul
•    Ad hoc translation support (orally, correspondence, and documents)
•    This position requires in-office support with frequent customer location visits and some virtual work to support off-hours meetings and engagements. 

Basic Qualifications (Required Skills/Experience):

Knowledge of or experience in Defense contract negotiating with DAPA and/or various divisions of the Republic of Korea Government.

2+ years of experience in business related field (including but not limited to: Finance, Contract Management, Procurement, Marketing & Sales)

2+ years of experience building, developing, and maintaining customer relationships

Schedule flexibility to work with Korean and U.S. teammates

Exceptional written and oral communication skills

Fluent language skills in English and Hangul

Domestic and/or International travel will be required as needed

Preferred Qualifications (Desired Skills/Experience):

2+ years of experience with the Korean Government acquisition process

2+ years of experience in proposal development and contract negotiations with Korean defense customers

Confident in a fast-paced environment with competing priorities and able to multi-task and manage expectations

Experience adapting to changes in schedules and priorities, solving problems, and generating alternative solution

Strong critical thinking, time management, problem solving, negotiation, communication, and interpersonal skills

Work well independently and as part of a team

Ability to coordinate and communicate effectively across function

Relocation:
