The Boeing Company is seeking highly skilled and experienced Regulatory Affairs Specialist(s)/Engineer(s) for APAC to lead and support strategic regulatory initiatives across the APAC region, reporting to the Director of APAC Global Regulatory Affairs working out of Singapore, Jakarta, Shanghai, or Beijing.

The Senior Airworthiness and Regulatory Specialist will support the Boeing Safety, Security, and Airworthiness (SS&A) organization as a technical expert to engage between all Boeing business units design, production, safety teams and regional civil aviation agencies, regional customers and aviation industry to promote Boeing in APAC. The individual plays a vital role in developing, maintaining and enhancing key global regulatory & safety relationships. Candidates will promote the efforts for regional data-sharing; advocate for Boeing on advanced rulemaking positions; provide guidance and direction on country specific certification and delivery risks, issues, and opportunities; and improve transparency and cooperation for the benefit of Boeing businesses.

The position provides critical support to day-to-day Boeing operations and is responsible for coordinating ongoing safety, technical and regulatory developments of significance to the company with/across the appropriate Boeing teams.

The selected candidate will maintain trusted, high-impact relationships with senior regulatory officials (e.g., CAAC, KOCA, JCAB, CAAS, DGCA), positioning Boeing as a credible, science-based advisor and strategic partner, influencing the regulatory environment to support sustainable operations and innovation.

Primary Responsibilities:

The position has responsibility for representing Boeing Global Safety and Regulatory Affairs on regulatory issues throughout the region. The position is responsible for the execution of key regulatory and safety objectives to meet Boeing’s business goals and objectives.

  • Overseeing the identification, analysis, and assessment of regulatory and contractual compliance of aerospace systems, products and services.
  • Leading collaboration with internal and external stakeholders to define, validate, and integrate airworthiness and regulatory compliance requirements and provide recommendations for incorporating into designs, operations, and procedures.
  • Deliver regulatory solutions that balance in-service fleet issue improvements and operational flexibility.
  • Provides consultation on technical support, training, tools and resources provided to the delegated approval organization.
  • Advise throughout the development of compliance reports and documents in accordance with applicable requirements and regulations.
  • Provides advanced technical consultation across the enterprise on aerospace regulatory compliance projects and programs.
  • Anticipate issues and influence outcomes with data-driven insights.
  • Develops the planning, organization, implementation and monitoring of requirements management processes, tools, risk, issues, opportunity management and technology readiness assessment processes.
  • Establishes and promotes global regulatory advocacy strategies, trainings, tools, and methods.
  • Develops and executes communication strategies and messaging for a variety of stakeholder groups.
  • Resolves cross-functional technical issues.

Basic Qualifications (Required skills/experience):

  • Knowledge in regional civil aviation regulation framework, familiar with regulation language, familiar with regional regulation framework and language along with knowledge of state of design regulators such as: EASA and FAA.
  • Experience working with regulator leadership and employees on civil aviation OEM design/quality/safety aspects including contextualizing Boeing product & technical aspects for their understanding.
  • Excellent cross-functional teaming, collaborative problem solving, building lasting relationships & proficiency in written and verbal communication in a global team environment.
  • Ability to understand the big picture and the inter-relationships of positions and activities in the system, including the impact of changes in one area on another area.
  • Candidate must be able to travel up to 20% of the time. Regional travel will be necessary along with occasional travel to the United States.
  • Must be fluent in English language. 

Preferred Qualifications (Desired Skills & Experience):

  • Commercial aircraft design and/or analysis experience.
  • Licensed airline pilot or licensed aviation maintenance technician will be considered a plus.
  • Project management capabilities to lead/manage projects
  • Design experience
  • Certification experience
  • Systems Architecture experience
  • Project Management experience
  • Fluency Bahasa, Hindi, Japanese, Korea, Mandarin, or Urdu will be considered a plus.

This position does offer relocation based on candidate eligibility.

This is for an international, locally hired position. Benefits and pay are determined at the local level and are not on Boeing US-based payroll.
