The Boeing Company is looking for an Communications & SensingSenior Manager, to join the Capability Technology Team (CTT) within the Electronic Solutions E&TI Mission Systems team in one of our locations; Tukwila, WA,. El Segundo, CA., Huntington Beach, CA., St. Louis, MO and Huntsville, AL.

This position will lead a growing team of engineers and staff and collaborate with Senior Technical Fellows.

Position Responsibilities:

  • Technology and Roadmap Development: Define and maintain clear, prioritized technology roadmaps for Communications & Sensing (RF Apertures, RF Systems, Flexible Hybrid Electronics, Vision Systems, and Sensors) aligned with Boeing Business Unit Strategic Capability Needs (SCNs), Technical Requirements (TRs), and long-range business plans. Translate SCNs and TRs into technology maturation objectives, TRL targets, and CRAD capture plans. Manage an IRAD/innovation portfolio advancing emerging capabilities and enabling transition into air, space, sea, and weapons domains for multiple Boeing Business Units (BCA, BDS, BGS). Drive disciplined development approaches such as rapid prototyping and gated reviews to accelerate transitions, maintain technical rigor, and manage risk, cost, schedule, quality, and safety. Communicate roadmap updates and transition plans to business leaders, chief engineers/architects, customers, and internal stakeholders.
  • Business Capture: Shape capture strategy by integrating market, customer, and competitive insights with technical differentiation to craft compelling, executable solutions. Lead cross-functional capture and proposal teams coordinating engineering, supply chain, contracts, pricing, estimating, security, and other stakeholders. Manage B&P and capture budgets, ensure proposals reflect feasible transition and sustainment strategies, and select appropriate commercial and government contracting practices.
  • Programs Execution: Provide accountable technical and program leadership to ensure delivery of funded efforts on cost, schedule, and performance objectives. Establish and codify an operating model leveraging digital engineering to standardize product development, verification, and delivery. Oversee technical approaches, design reviews, verification/validation, and supplier integration. Lead risk and opportunity management activities. Cultivate and maintain productive relationships with customers, stakeholders, suppliers, and partner teams.
  • Talent and Team Leadership: Attract, develop, coach, and retain high-performing engineering and technical teams, including mid-level managers and technical leads. Define clear roles, career paths, and development plans. Motivate teams, encourage innovation, foster psychological safety, and manage matrixed teams effectively. Demonstrate active listening and inspire others to achieve organizational objectives.

Additional Responsibilities:

  • Resource Planning and Asset Management: Forecast, recruit, and manage personnel; plan and schedule facilities, equipment, tools, and services; review and approve facility and equipment plans ensuring safety, security, environmental, and regulatory compliance.
  • Supplier and Partner Management: Shape and manage technology development with key suppliers and subcontractors; direct development of supplier statements of work (SSOW); oversee supplier technical performance and delivery.
  • Stakeholder Engagement and Organizational Communication: Establish and maintain relationships with Boeing Business Units, government customers, and external partners; convey organizational messages to leadership, peers, and customers; participate in leadership forums and solicit feedback.
  • Program and Policy Compliance: Ensure adherence to Boeing policies, government regulations, security requirements, and export control rules; maintain documentation and metrics demonstrating program health and compliance.

Basic Qualifications (Required Skills/Experience):

  • Bachelor of Science degree in Engineering, Engineering Technology (including Manufacturing Technology), Computer Science, Data Science, Mathematics, Physics, Chemistry or non-US equivalent qualifications directly related to the work statement
  • 5+ years of experience in a leadership role as a Program Manager, Product Line Manager, or Integrated Product Team (IPT) Lead.
  • 5+ years of experience leading research and development.

Preferred Qualifications (Desired Skills/Experience):

  • Current top-secret security clearance.
  • Experience developing and maintaining relationships and partnerships with stakeholders (customers, suppliers, peers, and/or partners).
  • Experience leading multi-functional teams through product development and delivery of communications and sensing capabilities and products.
  • Experience solving complex problems and managing multiple tasks simultaneously.
  • Experience using good judgment to balance cost, technical, and schedule requirements.
  • Master of Science degree in electrical engineering, mechanical engineering, aerospace engineering, or MBA with comparable experience.
  • Experience using engineering structured processes and managing program plans within budget and schedule.
  • Experience in Systems Engineering.
  • Experience with aerospace and space programs and technology transition activities.
  • Excellent verbal and written communication skills for diverse audiences.
  • Chief engineer/chief architect experience.
  • Experience proposing product-line solutions.

Travel:

25% travel required.

Pay is based upon candidate experience and qualifications, as well as market and business considerations.

Summary Pay Range: $212,500 - $287,500

This position requires the ability to obtain a U.S. Security Clearance for which the U.S. Government requires U.S. Citizenship.
