Boeing Defense, Space & Security (BDS) Mobility, Surveillance, and Bombers (MS&B) Division has an exciting opportunity for a Senior Project Management Specialist – Cost Account Manager (Level 4) to join the USAF E-7 Program in Tukwila, WA.

This position will report to the IPT (Integrated Product Team) leaders. This critical role on the team helps manage the business and performance of the team to drive successful outcomes. You will be responsible and accountable for the team’s program execution in the Earned Value Management System (EVMS), managing the scope, schedule, budget and EAC (Estimate at Completion) that is defined within the Control Accounts (CA). 

Strong communication and organizational skills are critical to success in this position, along with the ability to build strong relationships, collaborate in a cross-functional environment, and utilize problem-solving skills to proactively identify and manage risks and opportunities.

Position Responsibilities:

  • Serve as the Program Cost Accounting Manager (Level 4) and lead integrated planning and scheduling activities across program lifecycle. 
  • Establish and maintain program cost accumulation methodologies, WBS, cost element mappings, indirect rate assignments and traceability consistent with CAS, FAR, and Boeing policies. 
  • Lead monthly cost close and integration with schedule/EVM; reconcile actuals to the program baseline, perform cost-to-complete, variance and trend analysis, and report drivers and impacts. 
  • Develop, maintain and present program forecasts, sensitivity scenarios, and mitigation plans to Program Management and Executive stakeholders. 
  • Lead studies and analyses (trend, variance, impact) to determine cost/schedule impacts, constraints, and opportunities; develop corrective and mitigation actions to refine the business case. 
  • Integrate cost, schedule, and risk information; ensure baseline and change management processes and best practices are applied across the program. 
  • Act as primary cost and project control liaison to internal and external stakeholders; coordinate commitments, deliverables and interdependencies with Contracts, Supply Chain, Engineering and Finance. 
  • Support proposals, change orders and pricing strategy; coordinate with Contracts and Pricing on forward pricing rate agreements and contract implications. 
  • Prepare and support internal and external audits (e.g., DCAA, DCMA); assemble documentation, lead responses and implement corrective actions. 
  • Implement and monitor internal controls over cost accounting and planning processes; drive process improvements and digital enablement initiatives. 
  • Mentor and lead cost accounting and project control staff; develop team capabilities and ensure adherence to quality and delivery timelines. 
  • Maintain data accuracy in enterprise systems and reporting tools to automate routine analyses and support decision-making
  • May require extended hours during month-end close, audits, or program milestones.

This position is expected to be 100% onsite.  The selected candidate will be required to work onsite at one of the listed location options.

This position requires the ability to obtain a U.S. Security Clearance for which the U.S. Government requires U.S. Citizenship. An interim and/or final U.S. Secret Clearance Post-Start is required.

Basic Qualifications (Required Skills/Experience):

  • 3+ years of experience with Earned Value Management System (EVMS)
  • 3+ years of experience leading projects using Project Management Best Practices and tools
  • Strong communication, problem solving and analytical skills
  • 5+ years of experience managing multiple projects simultaneously, prioritizing tasks, and meeting deadlines in a fast-paced environment
  • 5+ years of experience developing/managing metrics and Root Cause Corrective Actions (RCCA)
  • Proven ability to bring key stakeholders together to rapidly and collaboratively achieve consensus on priorities and path forward to work tasks and projects

Preferred Qualifications (Desired Skills/Experience):

  • Bachelor’s degree or higher
  • Prior experience as CAM on Major Defense Acquisition Programs (MDAP) or other large government programs.
  • Experience with cost modeling, estimating, risk analysis, and supply chain cost integration.
  • Experience with material control accounts in an EVMS and maintaining audit-ready control account files.

Relocation assistance is not a negotiable benefit for this position. Candidates must live in the immediate area or relocate at their own expense.

Travel: Periodic travel to program sites, suppliers, and customer/audit locations (up to 25%).

Pay is based upon candidate experience and qualifications, as well as market and business considerations.

Summary pay range:

Tukwila, WA:                  $126,650 - $171,350
