Boeing Defense, Space & Security (BDS) Space, Intelligence & Weapons Systems (SI&WS) is seeking an experienced Senior Production Engineering (PE) Manager to join our team at the Boeing Guidance Repair Center (BGRC), located in Heath, OH.

Boeing, Heath located within the heart of the expanding "Central Ohio Technical Base Center" is embedded within the Central Ohio Aerospace and Technology Center (COATC), a growing and diverse technology center with a multitude of Industry and Services, focused on technology expansion, healthcare, and safety. Originally established as the Newark Air Force Base in the 1960’s this site was the Air Force’s Center of Excellence for Guidance system repair and Metrology Services and remains an integral part of the BDS and SI&WS portfolio. Heath is considered a secondary site, in terms of size and portfolio.

This position will be responsible for managing employees and managers of an integrated multi-disciplined production and production support team focused on sustaining a Center of Excellence for design & development, transition to Rate Production, Guidance System Repair, Metrology Services and Tooling & Test Equipment sustainment & repair. This leader must have strong experience in effectively building solid cross-functional relationships to define and align priorities to drive outcomes for functional execution. In addition, this leader must have demonstrated performance leading through complexity and dynamic changes, proven ability to simplify objectives, be a creative strategic problem solver, and proficient in executive leader communication including metrics and recovery plans.  Other skills the leader must possess expertise in include mediating conflicts, balancing conflicting priorities, and fostering cooperation to address intricate technical and program-related challenges.

This role will report directly to the SI&WS Senior Director and Capability Leader for Production Engineering, Test, and Launch with indirect program relationships aligned to Guidance Repair Center program management priorities and will also have dotted line reporting responsibilities to the Strategic Deterrent Systems (SDS) Chief Engineer.

Site programs and initiatives include, but are not limited to:

Production/Repair

  • Maintain and repair the Mission Guidance System (MGS).
  • Rate production of the Navigator for the Ohio Class Submarine.
  • Sustain and produce Electronics Support Measures (ESM).
  • Repair and manufacture the Radar antennas.
  • Legacy Gyroscope repair and electrical subsystems repair for various aircraft.
  • Assemble, integrate and test (AIT) for Minuteman ICBM.
  • Production of aircraft nozzle assembly and the electronics assembly.

Development, Design and Transition to Production

  • Design, development and transition to production efforts for Space Inertial Measurement Unit (IMU).
  • Legacy Test Equipment Overhaul activities for all of the ICBM test equipment.
  • Transition to production & new development technology and Service Life Extension Programs.
  • The Heath site is also uniquely supported by on site Software engineering, Product Life Cycle management and a Material & Processes Support laboratory.

Metrology, Equipment & Tooling and Test Equipment Repair and Maintenance

  • Heath develops, designs and maintains the engineering for many of its program required tooling and equipment needs across the site.
  • The Heath Metrology laboratory is one of the few metrology centers of excellence across the Boeing Company and has the capability to calibrate in excess of 90% of all Heath tooling and specialty equipment needs.
  • Our team of specialty engineering technicians maintain, repair and calibrate our site wide Heath program Test Equipment needs.

Position Responsibilities:

  • Lead production engineering and engineering support, ensuring execution of refurbishment, and production engineering work statements aligned to quality, safety, cost & delivery objectives – executing integrated organizational plans, policies and procedures and guiding the development of technical strategies to meet organizational goals with metrics in place to manage performance to plan, actions to improve, recovery plans, and communicating information at an executive level.
  • Responsible for driving PE Functional Excellence; providing oversight and approval of technical approaches, products, and processes to ensure alignment with business plans and goals and compliance with command media, processes, procedures, design practices.
  • Develops, leads, and executes cross-program improvement lean initiatives to meet affordability, process improvement, quality, safety, and productivity goals that include determining the root cause, shortfalls, and defining corrective actions.
  • Proactively identify and adopt technologies and tools, aligned to BDS standards.
  • Show a proactive and patient personality with a willingness to listen, coach, and lead the team with clear direction.
  • Communicate clearly at all levels, adjusting for the audience.
  • Bring creative solutions and plans to solve problems, bringing engineering excellence aligned to program priorities.
  • Lead execution of ‘start right’ production engineering, support gate reviews, proposal reviews, business capture, and future factory activities.
  • Manage workforce talent ensuring teams are staffed with the skills needed including identifying skill gaps and working cross functionally to solve.
  • Manage, motivate, recognize, and develop employees including Technical Fellowships, Production Architects, and Technical Lead Engineers.
  • Establish relationships and closely collaborate with SI&WS and Heath site functional teams including Site and Program leadership, Design Engineering, Systems Engineering, Quality, Operations, Supplier Management to ensure the program’s value stream runs efficiently and effectively.
  • Collaborate with SI&WS Production Engineering managers and the Production, Test and Launch Engineering Capability (PT&L) Core Team to exchange information and best practices, meet Capability deadlines, and participate in Capability Leadership meetings.

Basic Qualifications (Required Skills/Experience):

  • Bachelor of Science degree from an accredited course of study in engineering, engineering technology (includes manufacturing engineering technology), chemistry, physics, mathematics, data science, or computer science.
  • 5+ years managing others in maintenance, manufacturing, or production systems.
  • 5+ years of experience in Production Engineering, Structures Design and/or Analytical Engineering or a combination of these experiences.
  • 5+ years of experience managing people, programs, and budgets.
  • 3+ years of experience as a manager in which you had other managers as direct reports.
  • Experience leading or managing large or complex teams of managers and/or non-management employees.
  • Willing and able to travel occasionally to support customer needs.

Preferred Qualifications (Desired Skills/Experience):

  • Experience leading teams of over 50 people (directly or indirectly).
  • Experience working & managing across functional team of touch labor, engineers, and managers, leading interdisciplinary initiatives to improve the value stream
  • Experience working in high-yield Department of Defense production or refurbishment efforts
  • Proactively and quickly makes sense of complex issues and data while responding effectively to complex and ambiguous situations.
  • Strong communication skills, with ability to communicate verbally and present clearly at all levels, adjusting for the audience.
  • Experience and demonstrated ability to create an environment of inclusion, transparency, and trust, executing with strong values.
  • Familiarity with One Boeing Production System (or similar across industry).
  • Domain knowledge in production engineering best practices
  • Domain knowledge leading Model Based Engineering (MBE), Design for Assembly (DFA), Designing for Manufacturability (DFM), and Design for Affordability (DFA).
  • Demonstrated skills in Risk Management and Root Cause Corrective Action (RCCA) efforts.
  • Cost Account Management using Boeing processes and procedures, including Earned Value Management (EVM).
  • Proficiency with MESci, Aurora precedence networking tool, Model Based Work Instructions development.
  • Ability to effectively communicate at all levels of management, customers, and partners.
  • Master of Science in an engineering discipline.
  • Leadership skills to lead and influence positive outcomes.
  • Previous experience in leading, mentoring, and engaging individuals and teams.
  • Can up-level existing team by hiring high performance talent, growing leaders and helping underperforming members.

Pay is based upon candidate experience and qualifications, as well as market and business considerations. 

Summary pay range: $178,500 - $241,500
