Tapestry Solutions, a part of Boeing Global Services BGS, is seeking a Project Management Specialist in Maryland Heights, MO.  In this role, the Project Management Specialist responsible for estimating (rough order of magnitude), control account management (CAM), schedule (Plan and track) and documentation activities for all F-15 Mission Planning projects. Program management efforts involve utilizing traditional management techniques (Waterfall, EVM) as we transition to Agile software development. Participates in Business Development (BD) tasks as well as proposal preparation regularly in conjunction with contracting officers, both corporate and within the US Government. The position will also apply knowledge of product support and Program Management Best Practices to direct program activities as well as develop and maintain project and process plans.

Position Responsibilities:

  • Applies in-depth understanding of program budget management principles and practices to develop and administer program budgets
  • Ensures work statement is completed on schedule and budget
  • Develops project and operational plans aligned to team objectives
  • Reviews plans' execution, makes appropriate adjustments, and resolves issues
  • Monitors and reports appropriate metrics to ensure performance to pla
  • Forecasts resource needs and obtains and manages personnel, facilities, services, equipment and tools to meet project and daily operating requirements
  • Evaluates business requirements against cost, schedule and technical constraints
  • Manages overall project health (e.g., Cost Performance Index [CPI], Schedule Performance Index [SPI], Earned Value, Common IT Indicators [CITI])
  • Performs other duties as assigned
  • Assist in developing Request for Proposal (RFP) /Rough Order of Magnitude (ROM) estimates
  • Preform Control Account Manager (CAM) duties
  • Create, edit and/or review contract required Contract Data Requirements List (CRDLs)

Basic Qualifications (Required Skills/Experience):

  • Ability to Obtain a U.S. Secret Clearance
  • 1+ years of experience as a Manager/Lead for a team of Software Engineers
  • 1+ years of experience with Program Management, including scheduling and Cost Account Manager (CAM) and Earned Value Management (EVM)
  • 1+ years of experience leading, managing or working within an Agile application development team
  • 1+ years of experience developing strategic technology roadmaps or plans
  • 3+ years of experience managing/leading multiple projects simultaneously
  • 3+ years of experience developing and presenting recommendations to leadership

Preferred Qualifications (Desired Skills/Experience):

  • Active Secret DoD Security Clearance
  • Experience with mission planning
  • Experience working as a Software, Systems, or Electrical Engineer
  • Experience working within accepted project management standards in the industry with any one or a combination of the following: Project management Institute (PMI), Project Management Body of Knowledge (PMBOK), Application, Development, & Sustaining (AD&S)
  • Ability to convey technical design options and mission planning system capabilities to stakeholders
  • Experience in Continuous Integration and Continuous Delivery

Pay & Benefits:

Pay is based upon candidate experience and qualifications, as well as market and business considerations.

Summary base pay range $89,000 - $108,150
