Tapestry Solutions, a part of Boeing Global Services BGS, is seeking a Software Engineering Manager in Maryland Heights, MO. In this role you will lead all aspects of the F/A-18 Mission Planning program.  The primary focus of this program is developing mission planning solutions for all models of the F/A-18 platform for the US Navy and FMS customers. Job duties include managing three Scrum teams consisting of 25 software and test engineers involved with system design, requirements analysis, coding and testing, system documentation, and integration activities for the FA-18 Unique Planning Component (UPC) within the Joint Mission Planning System (JMPS).

Position Responsibilities:

  • Ensures work statement is completed on schedule and within budget

  • Develops and executes integrated departmental plans, policies and procedures and provides input on departmental business and technical strategies, goals, objectives

  • Acquires resources for department activities, provides technical management of suppliers and leads process improvements

  • Develops and maintains relationships and partnerships with customers, stakeholders, peers, partners and direct reports

  • Provides oversight and approval of technical approaches, products and processes

  • Provides weekly status updates, milestone schedules and risk analysis summaries

  • Communicates program status, on-going financial viability and identification of key issues to senior management

  • Manages customer change requests and support proposals for schedule and cost related impact

  • Initiates invoicing of project payments and follow-up on payment as required

  • Supports, leads, and delegates the program’s responsibilities and tasks through all stages of the project life cycle

  • Coaches, counsels, mentors and provides developmental opportunities and job assignments to enhance employee performance and expand capabilities. Provides on-going developmental feedback. Recognizes contributions of individuals and teams to improve employee satisfaction and retain a skilled and motivated workforce.

  • Maintains close coordination with the Boeing F/A-18 Mission Systems organization, associate contractors and the USN customers at China Lake, CA and Pax River, MD

  • Works with Product Owners on cost/schedule/delivery performance to meet or exceed customer expectations

  • Collects and analyzes metrics at predetermined intervals to manage overall program health

  • Forecasts resource needs and obtain and manage personnel, facilities, services, equipment and tools to meet program and daily operating requirements

  • Develops and executes project plans, implement policies and procedures and set operational goals

  • Ensures compliance with the organization’s defined process set to maintain CMMI Level 3 & ISO certifications

  • Supports various management meetings with briefs on program status

  • Works with the Mission Planning Director on strategies, goals, and objectives

  • Develops and maintain relationships and partnerships with customers, stakeholders, peers and direct reports

  • Manages a team in Agile software development practices and driving (in concert with the customer) a shift to the new Government technology stack and tools associated with the Next Generation of Mission Planning Systems

Basic Qualifications (Required Skills/Experience):

  • Bachelor’s Degree

  • 5+ years of applicable leadership and management experience

  • Work within an Engineering environment, ideally within the aerospace industry

  • 3+ years of experience managing multiple projects simultaneously, prioritizing tasks, and meeting deadlines in a fast-paced environment

  • 5+ years of experience developing/managing metrics and Root Cause Corrective Actions (RCCA)

  • Proven ability to bring key stakeholders together to rapidly and collaboratively achieve consensus on priorities and path forward to work tasks and projects

Preferred Qualifications (Desired Skills/Experience):

  • 3+ years of Mission Planning experience or prior aircraft avionics experience working within a multi-disciplined integrated product team environment

  • 3+ years of prior experience working with DoD

  • Previous management experience of teams with 15 or more employees

  • Experience with program management, including scheduling and Cost Account Manager/Earned Value Management

  • Active U.S. Secret Security Clearance

Pay is based upon candidate experience and qualifications, as well as market and business considerations.

Summary base pay range $145,000 - $159,000

This position requires the ability to obtain a U.S. Security Clearance for which the U.S. Government requires U.S. Citizenship. An interim and/or final U.S. Secret Clearance Post-Start is required.
