The Boeing Company is currently seeking an Estimating and Pricing Specialist (Experienced or Senior) to join the team in San Antonio, TX or Hazelwood, MO

As the primary estimating focal for the VC-25B program you will be responsible for the development of Truth in Negotiations Act (TINA) compliant cost/price estimates in support of United States Government (USG) proposals. You will serve as the primary focal and lead on compliant and adequate labor Basis of Estimates (BOEs) for all estimating methods/methodologies with emphasis on data driven methods and well supported documentation for the VC-25B platform. 

This position will also be responsible for pricing labor, material, and Inter-organizational Work Transactions (IWTs) estimates via the Pro-Pricer system. You will be assigned to more complex proposals, working with cross-functional proposal teams, other Boeing Business unit (IWT’s) throughout the entire proposal process to include customer requirements evaluation, development of estimating strategies and instructions; collaborate with various functions that contribute to contract scope to develop high fidelity and quality cost and price estimates that meet proposal quality governance expectations; and provide fact finding and negotiations support with expert estimating knowledge, supporting data, cost risk and opportunity analysis up to contract award.

Position Responsibilities:

  • Consults large cross-functional teams to understand complex Estimating requirements and processes and be able to translate them to scalable, compliant, best-in-class solution(s)

  • Leads the development of high value estimates from highly complex or unique technical requirements through the design, build and support stages of the program

  • Leads high complexity/value business proposals, evaluates and make recommendations based on complex requests for proposals, substantiates estimates and pricing and assembles price proposals

  • Develops proposals with a focus on data driven BOE analysis and substantiated BOE methodologies in compliance with the internal Proposal Quality Review (PQR)

  • Develops unique/highly complex pricing models

  • Helps develop and create long term data analytics strategy while performing complex analyses and provide recommendations in support of pricing and estimating (risk, financial, competitive, etc.)

  • Supports coaching in the development of Priorities or Development Goals

  • Conducts data analysis and summarizes findings for leadership, including performing risk and opportunity analysis to inform business decisions

  • Presents estimates and analyses to leadership, showcasing strong communication and leadership skills

  • Demonstrates problem-solving and critical-thinking skills

Basic Qualifications (Required Skills/Experience):

  • Bachelor’s Degree or higher

  • 3+ years of estimating or related experience

  • 3+ years of experience with U.S. government Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation (DFAR) contracting or proposals

  • 3+ years of experience analyzing data and making recommendations

  • 3+ years of experience creating executive level presentations using Word, PowerPoint, and Excel

  • Experience with developing labor basis of estimates, utilizing data-driven estimating approaches

  • Experience in a role which required negotiating skills to influence decisions

Preferred Qualifications (Desired Skills/Experience):

  • 5+ years of related work experience or an equivalent combination of education and experience

  • Experience with data analysis and/or pricing

  • Experienced in leading a cross-functional team

  • Experience with Commercial Off-The-Shelf pricing software, such as Pro-Pricer

  • Experience managing multiple priorities under tight deadlines

  • Experience collaborating across multiple functions and teams

  • Ability to proactively apply problem solving skills

  • Ability to work well independently and as part of a team

Pay is based upon candidate experience and qualifications, as well as market and business considerations.

Summary pay range (Experienced, Level 3): $84,150 – $113,850

Summary pay range (Senior, Level 4): $106,250 – $143,750
