At Boeing, we're on the lookout for a Construction Surveillance Technician (CST) assigned to a high-profile client who will be responsible for monitoring both cleared and un-cleared personnel during the construction of a secure facility. This person will be aligned to the Government Physical Security Team based out of Colorado Springs, CO. This position will be a part of a larger group supporting multiple sites, helping to secure Boeing’s valuable products and information, entrusted to us by our critical customers.

The CST will ensure that no clandestine electronic eavesdropping equipment, destructive devices, or unauthorized building materials are installed in the building during all phases of construction. Key Responsibilities:

  • Monitor, observe, and interact with the construction workers as they accomplish their various tasks.
  • Screen all equipment, materials, and furnishings destined for use in the controlled construction area, using X-ray machines and any and all other methods of examination as outlined in the requirements and approved by the government.
  • Extract and articulate requirements from stakeholders.
  • Meet with key stakeholders to synchronize priorities and address needs.
  • Read and analyze designs and blueprints and recognize the architect’s intended use.
  • Exercise knowledge of Intelligence Community Directive 705 (ICD 705) standards, technical surveillance countermeasures (TSCM), construction principles, and the types of devices used by hostile and friendly intelligence services for the purpose of clandestine surveillance.
  • Collaborate with subject matter experts to identify potential risks, develop and manage robust timelines and structure frameworks for delivering solutions.
  • Develop, monitor, and report on progress until project completion.
  • Design and refine project requirements, timelines, and tracking methodologies.
  • Conduct project status reviews, manage schedules, and compile progress reports.
  • Address and resolve project challenges to uphold productivity, quality, and client satisfaction.
  • Guarantee fulfillment of security-related program obligations, including secure spaces and systems.
  • Maintain daily logs during their tour of duty.
  • Other duties of similar scope and nature as assigned.
  • The candidate may be assigned to support other facilities around the country as part of the larger Government Physical Security team.

This position is expected to be 100% onsite.  The selected candidate will be required to work onsite at the listed location.

This position requires an active U.S. Top Secret Security/SCI Clearance (U.S. Citizenship Required). (A U.S. Security Clearance that has been active in the past 24 months is considered active)

Required Education and Qualifications:

  • Bachelor's degree or equivalent work or military experience
  • Working knowledge of ICD-705, NISPOM 32 CFR Part 117 and 2001.53 (Open Storage Areas), and TEMPEST best practices.
  • A strong background performing within the IC community and understanding ICD-705 requirements.
  • Experience with the full lifecycle of construction of classified areas from sponsorship, design, schedule, material orders and build, to accreditation and how the nuances of customer networks may impact the operational timelines.
  • Proven history of collaborating with customer, business partners, other functional support team, and vendors to meet organizational classified space needs.
  • Ability to travel occasionally in support of other sites in the portfolio.

Desired Qualifications: 

  • Level 4: 10 or more years' related work experience or an equivalent combination of education and experience or military experience
  • Completion of a U.S. Government-approved CST training course (NSTi, Singularity, etc)
  • Detailed knowledge of and/or previous experience with construction projects as a tradesman
  • Physical Security Professional (PSP) Certification
  • Certified Protection Professional (CPP) Certification
  • Project Management Professional (PMP) Certification

Typical Education/Experience:

Typically 10 or more years’ related work experience or relevant military experience. Advanced degree (e.g. Bachelor, Master, etc.) preferred, but not required.

Relocation:

Relocation assistance is not a negotiable benefit for this position. Candidates must live in the immediate area or relocate at their own expense.

Travel:

Position may require travel up to 10% of the time.

Salaries are based upon candidate experience and qualifications, as well as market and business considerations. 

Summary pay range:

Level 3: $65,000 -$115,000

Level 4: $80,000 -$143,000
