Spectrolab, Inc., a wholly-owned subsidiary of The Boeing Company, is seeking a highly-motivated Mid-Level or ExperiencedProposal Process Support Specialist to join our Proposal Management team in Sylmar, California.

As a member of our Proposal Management team, you will report directly to the VP of Proposal Management, and will provide critical targeted support to a variety of specific campaigns; you will also assist with coordination, status tracking, and targeted process improvements to ensure the overall end-to-end proposal process is executed smoothly and efficiently. 

In this role, you will also be expected to learn Spectrolab’s products and capabilities, enabling you to grow and take on Capture Team Lead (CTL) duties for small to medium projects of average complexity.  As a CTL, you will interact with both internal stakeholders and external customers to define optimized solutions for programmatic needs and to prepare deliverable proposal products within the defined budget and schedule of your assigned proposal campaigns. 

Position Responsibilities:

  • Participates in various gate review meetings, documenting and following up on actions and liens, and helping to drive them to closure
  • Coordinates input reviews and contributing to assembly and presentation of gate packages for assigned proposal projects
  • Drafts compliance matrices versus proposal requirements and working with Engineering, Contracts and Finance as needed to complete them
  • Consolidating, proof-reading, and editing of specific requested proposal “volumes” for submittal to customer to ensure formats are correct and all required content is either included or has a specific exception noted
  • Helps to make sure artifacts for proposals are complete, and are maintained in the proper folder with progress through each process step updated in proposal tracker
  • Attends weekly Proposal Team Status/Strategy and Priority Coordination Meetings to report on status of assigned proposal efforts and to serve as a back-up for running these meetings
  • Coordinates with BD to ensure timely follow up on proposals approaching validity expiration dates
  • Supports design definition in coordination with engineering
  • Attends key industry conferences as additional technical support to the business development team for additional booth coverage and coordination of customer meetings

This position is expected to be 100% onsite. The selected candidate will be required to work onsite at one of the listed location options.

This position must meet export control compliance requirements. To meet export control compliance requirements, a “U.S. Person” as defined by 22 C.F.R. §120.15 is required.  “U.S. Person” includes U.S. Citizen, lawful permanent resident, refugee, or asylee.  

Basic Qualifications (Required Skills/Experience):

  • More than 3 years of experience working with internal and external customers and suppliers
  • More than 3 years of experience in interacting with customers or suppliers regarding contract requirements and/or proposals
  • More than 3 years of experience preparing and coordinating technical documentation (engineering drawings, specifications, statements of work)
  • More than 3 years of experience working in a fast-paced customer service related environment

Preferred Qualifications (Desired Skills/Experience):

  • Mid-Level 3: More than 3 years of related work experience or an equivalent combination of education and experience.
  • Experienced Level 4: More than 5 years of related work experience or an equivalent combination of education and experience.
  • Bachelor’s degree or higher
  • More than 3 years of experience as the technical, operational, or programmatic lead on a customer program or internal development project
  • More than 3 years of experience preparing production documentation and/or preparing and presenting design reviews & generating engineering reports
  • More than 3 years of experience assessing customer requirements and performing design analysis (such as power, radiation, mass), generating compliance matrices
  • More than 3 years of experience evaluating or contributing to financial models for capital, overhead, recurring product, and program support management
  • Experience with gated approach to product & process development and Aerospace industry and/or FAA material and qualification requirements (such as AIAA-S-111/112, NASA-STD-6016, and/or equivalent ECSS standards, RTCA DO160, etc.)
  • Experience with semiconductor wafer growth and processing equipment & techniques
  • Experience with design optimization for different space environments (LEO vs MEO vs GEO vs Interplanetary/LILT, electrostatic cleanliness, ESD protection, etc.)

Typical Education & Experience:

Mid-Level 3: Education/experience typically acquired through advanced education (e.g. Bachelor) and typically 6 or more years' related work experience or an equivalent combination of education and experience (e.g. Master+4 years' related work experience, 10 years' related work experience, etc.)

Experienced Level 4: Education/experience typically acquired through advanced education (e.g. Bachelor) and typically 10 or more years' related work experience or an equivalent combination of education and experience (e.g. Master+8 years' related work experience, 14 years' related work experience, etc.)

Relocation:

Relocation assistance is not a negotiable benefit for this position. Candidates must live in the immediate area or relocate at their own expense. 

Travel:

Position may require travel up to 10% of the time.

Pay is based upon candidate experience and qualifications, as well as market and business considerations.

Summary pay range for Mid-Level 3: USD $90,950 – $123,050

Summary pay range for Experienced Level 4: USD $115,600 – $156,400
