Program Staffing Manager

Why This is an Exciting Role:

As the Program Staffing Manager at BI&A, you will play a pivotal role within the Program Management Office (PMO), responsible for effectively and strategically staffing all positions required for the successful execution of our government-contracted projects. Your expertise in talent acquisition, resource management, and collaboration with various stakeholders will be instrumental in ensuring the delivery of high-quality solutions on time and within budget.

    • Develop and implement a comprehensive staffing strategy aligned with the program’s objectives, ensuring the right mix of skillsets and resources are available to meet program demands
    • Collaborate with Human Resources, Recruitment teams, and Sub-contractors to identify, attract, and onboard top talent for various positions, considering both technical expertise and cultural fit
    • Efficiently allocate personnel to projects, taking into account project requirements, individual capabilities, and availability, while optimizing resource utilization across multiple projects
    • Conduct ongoing assessment of resource needs and utilization to anticipate staffing requirements and proactively address potential bottlenecks or skill gaps
    • Oversee relationships with sub-contractor companies, ensuring their adherence to staffing timeliness, quality, and contractual obligations
    • Monitor and evaluate the performance of the staffing process, continually identifying areas for improvement and implementing necessary changes
    • Ensure all staffing activities comply with relevant government regulations, labor laws, and contractual obligations
    • Provide regular updates to senior management on staffing status, challenges, and solutions, helping to maintain transparency and alignment with program objectives
    • Foster a collaborative and supportive work environment, nurturing the growth and development of staffing team members
    • Stay abreast of industry trends, best practices, and emerging technologies in talent acquisition and staffing, integrating relevant insights into the program’s staffing approach

    Experience and Qualifications:

    To be eligible for this demanding position, the ideal candidate should demonstrate the following experience and qualifications:  

    Required Education and Years of Experience:

    • Bachelor's degree and minimum ten (10) years relevant experience, or Associates degree and minimum twelve (12) years relevant experience, or minimum fourteen (14) years with no degree.

    Required Qualifications: ​

    • Active TS/SCI with polygraph
    • Proven experience in staffing and resource management in a complex software development or IT environment, preferably with government contracting
    • Demonstrated experience in managing staffing teams and working with diverse stakeholders, including sub-contractor companies
    • Strong analytical and problem-solving skills, with the ability to make data-driven decisions
    • Excellent communication and interpersonal skills to build effective relationships with internal teams, sub-contractors, and clients
    • Understanding of software development methodologies and technology skills relevant to the program’s scope
    • Ability to thrive in a fast-paced and dynamic work environment, managing multiple priorities effectively

    Desired Qualifications: ​

    • Familiarity with U.S. government staffing and security clearance processes is highly desirable
    • Managing TTO based contracts
    • Managing multiple subcontractors
    • Project management experience with complex systems 
    • Experience in DOD system acquisition
    • Ensuring the logical and systematic conversion of customer or product requirements into total system solutions that acknowledge technical, schedule and cost constraints

    Telework Availability:   Hybrid work schedule approved

    Summary Pay Range:

    Please note that the information shown below is a general guideline only. Pay is based upon candidate experience and qualifications, as well as market and business considerations.

    $133,000 - $146,000
