Job Description

The Boeing Company is looking for a Ground Program Solution Lead in Mesa, AZ, Colorado Springs, CO, or El Segundo, CA.

This position will support the Satellite Operations & Ground Systems (SOGS) organization. The SOGS organization executes software development across multiple program domain areas to deliver analytics, planning, scheduling, command & control, and mission management capabilities focused on ground user and mission needs. These software systems are integral to the daily execution of stakeholders’ missions helping to solve intelligence and DoD war fighter strategies.

The organization is seeking a hardworking, motivated, and creative Ground Program Solution Lead to lead the ground system design and implementation. This engineer will assist/lead development of Ground software system developed on cloud infrastructures following modern DevSecOps and Agile execution processes.  The customer’s needs require state-of-the-art, software-intensive systems to efficiently and optimally task, plan, exploit, and disseminate data for hardware platforms (e.g. satellites, ground systems, etc.) for maximum stakeholder value.

Position Overview:

The Ground Program Deployment Lead will be a part of a high-performing program team that is engaged in a key proprietary space program. The position is responsible for serving as the program deployment lead between the SOGS organization and the program’s ground segment team by managing SOGS software development and technical and cost performance in support of the program’s ground segment solution. The position involves engaging with other segments of the program, such as Systems Engineering, Integration and Test (SEIT), Ground Segment, Space Segment, Launch Segment, Mission Ops, Mission Simulation, and Payload teams. The program is organized by Integrated Product Teams working together to launch a rapidly developed and integrated new satellite/ground system with resiliency, exceptional mission performance, extensibility, scalability, and flexibility. A key aspect of this position is translating ground software statement of work, requirements, and design flowed down by the program to direct and manage SOGS software teams in their development of capabilities to meet program needs within schedule and budget constraints.

The program is using Models Based System Engineering (MBSE) for requirements definition and design.  Satellite and Ground Segment requirements and design is performed through Use Cases, Context Diagrams, and Activity Diagrams.  Boeing design standards and processes assure traceability, complete end to end system verification, day in the life system validation, configuration management and change control.  We develop and deliver first time quality systems that are operable and maintainable.

Position Responsibilities:

  • Flow down and decompose requirements from the program’s System Spec and Ground Segment Spec to subsystem and service level requirements
  • Develop capabilities supporting the program’s Ground Segment conops, design and test plan using MBSE tools
  • Collaborate and support Ground interface definitions with the Space Segment and SEIT program teams and externally with Customer and Operators
  • Support definition of Interface Control Documents (ICD’s), specifically Space to Ground, Launch to Ground, and External Mission Partners
  • Understand the Risk Management Framework domain and program’s unique cyber requirements to ensure SOGS-developed software satisfies program requirements to attain Authority to Operate (ATO)
  • Support definition of Ground Cloud-based compute infrastructures and integration into those environments
  • Support defining and architecture of ground segment sell off approach including testing tools, laboratories, and simulators
  • Support development and execution of ground statement of work and requirements specs
  • Understand and work collaboratively with customer and program team on their needs, goals, expectations, and sensitivities
  • Support program planning and proposal activities
  • Understand ground existing processes / products and offer / drive improvements for current and future processes / products
  • This position is expected to be 100% onsite.  The selected candidate will be required to work onsite at one of the listed location options.

This position requires an active U.S. Top Secret Security Clearance (US Citizenship Required). (A U.S Security Clearance that has been active in the past 24 months is considered active). An interim and/or final U.S. TS/SCI Clearance Post-Start isrequired.

Basic Qualifications (Required Skills/Experience):

  • Bachelor’s degree or higher in engineering, computer science, mathematics, physics, or chemistry.
  • 5 years or more of experience designing, developing, testing or operating ground/satellite systems (commercial or USG)
  • 3 years working with commercial or USG satellite or ground customer teams
  • 3 years project management experience
  • 1 year leading development teams

Preferred Qualifications (Desired Skills/Experience):

  • Experience guiding cross-organizational collaboration of product development
  • Experience with some or all of standard satellite ground functions such as command and control, mission planning, mission data processing, orbit management, situational awareness, automation, front end processors, ground antenna’s, crypto equipment, and terrestrial communication network
  • Cameo MBSE tool experience
  • Experience in Agile Software Development
  • Experience in DevSecOps development
  • Experience architecting and deploying complex cloud-based systems
  • UCI, EGS, or OMS Enterprise Standards

Typical Education & Experience:

Education/experience typically acquired through advanced technical education from an accredited course of study in engineering, computer science, mathematics, physics or chemistry (e.g. Bachelor) and typically 14 or more years' related work experience or an equivalent combination of technical education and experience (e.g. PhD+9 years' related work experience, Master+12 years' related work experience). In the USA, ABET accreditation is the preferred, although not required, accreditation standard.

Relocation:

This position offers relocation based on candidate eligibility.

Travel:

Ability to travel a 3-5 days/month to El Segundo, CA, Colorado Springs, CO, Kent, WA, Mesa, AZ, Leesburg, VA, and/or Washington, DC is desired.

Pay is based upon candidate experience and qualifications, as well as market and business considerations. 

Summary pay range Mesa AZ (Level 5): $147,050 – $198,950

Summary pay range Colorado Springs CO (Level 5): $147,050 – $198,950

Summary pay range El Segundo CA (Level 5): $157,250 – $212,750
